SUMMARY OF DUTIES:
The Sr. Project Manager is responsible for managing moderate to high complexity Electric Traction engineering construction projects within the Major Power Portfolio. Individuals in this role use significant technical knowledge and related experience to accomplish project objectives by planning, evaluating, and managing the execution of project activities with a moderate level of supervision from a senior-level Program or Portfolio Manager. The role requires regular analytical and metrics based reporting, including but not limited to project status, risks, issues, action logs, scope-schedule-cost performance to Senior staff, Executive Governance Committees, Amtrak Board of Directors, Government officials and other internal and external stakeholders.
ESSENTIAL FUNCTIONS:

Develops and implements project plans, schedules and budgets consistent with operational needs and budget allowances and oversees bid negotiations and consultant relationships.

Manages and monitors project schedules, progress and costs; maintain, adjust and update project plans, as needed; consolidate, communicate and manage all issues and risks affecting the project, and ensure the timely communication of project status to project participants and stakeholders.

Ensures project progress by measuring the variance in scope, schedule, cost and quality from the respective baselines and takes necessary action to address deviations.

Identifies, documents and leads evaluation of changes based on cost, schedule, risk and scope impacts as well as cross functional dependencies. Ensures appropriate packaging of relevant information to support appropriate project change and governance decision processes.

Provides financial project performance and forecasting reports to senior executives and government regulators.

Identifies and evaluates the risks associated with project activities and work across organization to establish and monitor mitigation plans.

Develop and maintain required project management documents in accordance with Amtrak Project Management standards and applicable regulations.

Adheres to Amtrak Enterprise Project Management methodology and standards

Manage contracts to ensure all work conforms to the contract documents and meet project requirements.

Coordinate internal resources and third parties/vendors to ensure timely and cost-effective execution of project tasks

Assist project team members, Subject Matter Experts, and Sponsor with the definition of project scope and objectives by involving relevant stakeholders, identifying requirements, and ensuring technical feasibility

Coordinate changes to the project scope, project schedule, and project costs using appropriate verification techniques

Manage project changes through established Governance Change Control process to ensure appropriate approvals

Monitor vendor’s delivery timeline and escalate vendor-related issues through the appropriate escalation process

MINIMUM QUALIFICATIONS:

Bachelor’s degree and construction project or project management experience, or any equivalent combination of education and work experience

Experience in planning, design, and/or construction of capital projects in railroad, public transportation, utility, or similar other operating environment.

Strong project management skills with prior experience managing medium complexity projects involving multiple departments

Strong communication and stakeholder management skills with focus on collaboration, team building, and customer service
-
Experience with managing cross-functional teams and cross-organizational implementations with multiple dependencies.
-
Ability to consolidate project performance data into various types of communication and reporting vehicles to address both management and project team level audiences.

Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project)
-
Qualified, or ability to qualify, in Roadway Worker Protection, and AMT-II. Must maintain qualifications while in position.

Must be able and willing to travel to project sites across the assigned territory and access the project sites safely and in compliance with all safety rules.

Valid Driver’s License.

Must have work authorization in the United States.
PREFERRED QUALIFICATIONS:
-
Graduate degree in Engineering, Project Management, or Construction Management.
-
3-7 years of construction project or program management experience.
-
3-7 years of experience in planning, design, and/or construction of capital projects in a railroad, aviation, highway, maritime, military, or other operating environment.

Railroad industry experience
-
Experience with or working knowledge of railway systems.

Prior experience working in transportation industry

PMP certification

Must have excellent oral and written communication skills.
The salary range is $94,300-$122,256. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
