Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service.
Mechanical coordinates and oversees the repair, inspection, cleaning, rebuilding, replacing and maintenance of 1,180 pieces of rolling stock used in commuter service. The department's goal is to provide safe, clean and reliable service while maintaining the fleet to the standards of the Federal Railroad Administration, Association of American Railroads, American Public Transit Association and the original equipment manufacturers.
Reporting to the Director, Mechanical Capital Projects, the Sr Project Manager-Mechanical manages all aspects of major large-scale rolling stock procurement programs including oversight of project management consultant and the rolling stock builder; communicating with the Planning, Grants, and Budget Departments to verify prompt and proper payment of milestones; and functions as a subject matter expert into various rolling stock systems and supply chain solutions.
The Primary Duties include: Monitor and coordinate the performance of the project team to verify all aspects of the scope of work are addressed, and the schedule and budgetary requirements are met in accordance with the contract. In addition to managerial and administrative tasks, oversee and participated in engineering and design efforts, technical decision-making processes, and day-to-day responsibilities and resource oversight, including all technical, legal and financial obligations. Function as subject matter expert and main point of contact on all project communications. Meet with project staff to review project status, coordinate activities, highlight potential problem areas, identify remedies, and implement corrective measures to avoid project delays. Present project status to Metra senior staff, coordinate with all parties, assemble documentation, and prepare any presentation materials necessary to fully communicate with any stakeholder. Manage all task requests from Rolling Stock builder or Consultant, assign tasks and responsibilities to project staff, prepare and obtain approvals on detailed task and milestone schedules, define the budget, and specify the depth of tasks with respect to project scope. Monitor, control, and document project progress; maintain schedules; and review and coordinate individual tasks into a unified program. Maintain a rigorous management process to make certain that new equipment meets or exceeds the latest FRA, Code of Federal Regulations Parts 229, 236 and 238 requirements, APTA passenger rail standards, and AAR regulations. Manage all milestone submittals and payments working with both the Finance and Grants Departments to ensure invoices are paid in a timely manner. Coordinate team's day-to-day activities, assign tasks/projects and monitor performance, and provide guidance and training, but is not a supervisor. Responsible for the safety objectives, goals, and program of the organization ensuring compliance with applicable safety rules and regulations. Works under both inside and outside environmental conditions under prevailing conditions of heat, cold, rain, and snow. Perform other related duties as assigned to meet the ongoing needs of the organization.

Requirements
- Bachelor's degree in Engineering, Project Management, or related field OR Journeyman Certification, OR a combination of education and experience that equals four years of technical, engineering, or project management experience
- In addition to #1, must have six years of progressively responsible engineering or project management experience that includes schedule and budgetary planning, material oversight and grant application experience.
- Considerable knowledge of the operation, repair and maintenance of rolling stock, and maintenance facilities.
- Considerable knowledge of project management principles.
- Considerable knowledge of budgetary and grant processes.
- Good knowledge of basic accounting principles.
- Good knowledge of all applicable local, state, and federal regulations as they apply to passenger rolling stock, as well as AAR guidelines and APTA passenger equipment safety standards.
- Good knowledge of Metra's labor agreements and the scope of work entailed by each craft in relation to maintenance of rolling stock equipment.
- Strong analytical and critical thinking skills.
- Strong management, leadership and interpersonal skills.
- Strong verbal and written communication skills
- Proficient in Maximo-Asset Management Program, Microsoft Dynamics D365, and Microsoft Office Suite.
- Ability to coordinate and manage large and complex car and locomotive rehab projects.
- Ability to build consensus and work effectively with cross-departmental teams, committees, and external stakeholders.
- Ability to overcome obstacles, shifting requirements, and inherent uncertainties while keeping control of project costs, schedules, and quality.
- Ability to effectively identify areas for improvements and efficiencies.
- Must be CFR 238, 218, and 217 QMP certified or be able to attain certification within 60 days of hire.
- Must possess and maintain a valid driver's license.
- Ability to stand, walk, and/or sit, for extended periods of time.
- Hearing/Visual acuity, far/near, depth perception, field of vision, color vision.
- Ability to lift and move up to 20 pounds
- Must be able to operate a vehicle.
- Must be willing to travel within and outside of Metra's 6-county region.
- Must be available to work flexible hours in the early morning, late afternoon, evenings, or weekends.
Preferences:
- Engineering or project management experience in a railroad or railroad manufacturing environment
- PMP certification
