Senior Organizational Development Analyst

The Senior Special Projects Analyst will support the Office of Facilities and Asset Management (OFAM) Operational Support Facilities (OSF) in Organizational Change Management efforts taking place across the BPAM PMO including organizational development, design, employee engagement, and support of the Roles and Responsibilities IPT.
Compensation & Benefits:
Estimated Starting Salary Range for Senior Organizational Development Analyst: $110,000 to $119,000 per year.
Salary commensurate with experience.

Senior Organizational Development Analyst Responsibilities Include:
- Organizational Development: Supports continued organizational development efforts across the BPAM PMO including realignment of positions and functions within the PMOs larger structure; coordinate with internal and external stakeholders including OFAM, FM&E Organizational Resources and Support (OR&S), Enterprise Services (ES) CBP Office of Human Resource Management (HRM) and Labor and Employee Relations (LER), to ensure that all entities are apprised of organizational development efforts and have opportunities to provide input; and developing, with the guidance of the Government, plans and justification for hiring, retention and recruitment.
- Organizational Design: Supports the execution of the BPAM PMO reorganization that was implemented in October 2016. This effort will require the contractor to: implement the Transition Management Plan which outlines the steps necessary to successfully implement a transition of this magnitude; implement the Communications and Outreach strategy and associated documentation required for the implementation of the strategy including talking points, briefing papers, presentations and memoranda; document Lessons learned updated throughout the transition to document successes, challenges and recommendations; develop other documentation as required to effectively implement the transition management plan, and; coordinate with the appropriate points of contact to ensure that all systems are properly updated as a result of the reorganization (i.e., HRBE, Concur, CPRO).
- Position Description Updating: Develops up to 30 updated Position Descriptions for approval of the Government.
- Human Resources Support: Acts as a liaison between BPAM PMO and human resource support organizations such as FM&E Organizational Resources and Support (OR&S), and Human Resources Management (HRM). Provide assistance in coordinating information and paperwork in regard to supporting online personnel databases, assisting in the coordination of up to 50 HR packages (i.e., selection, relocation, upgrades, details, and temporary promotions).
- Roles and Responsibilities (R&R) IPT Support: Assists the Government in the implementation and administration of the R&R IPT. This effort will require the contractor to catalog the roles and responsibilities of each position working within the BPAM PMO including interviewing approximately 150 personnel, aggregating and analyzing data derived from interviews. Perform the administrative functions necessary to keep the R&R IPT on-track including schedule development and monitoring and note and action item capture and monitoring. Track, follow-up on and report on action items associated with the RR IPT process.
- Service Level Agreement (SLA) Development and Maintenance: Supports the continued maintenance of the SLA’s made between the BPAM PMO and USBP and the BPAM PMO and the OAM. Maintenance efforts will include facilitating the review of the document up to ten times annually through the solicitation of change requests to both BPAM PMO and USBP and AMO, set-up and facilitation of associated SLA Change Control Board (CCB) meetings, tracking approved and denied change requests that result from the SLA CCB meetings and drafting and routing updates to the SLA based on approved change requests.
- Facilitation and Meeting Preparation: Serves as a facilitator for a variety of meetings and ad hoc projects. This includes setting the agenda, managing the agenda, controlling the meeting environment, tracking action items, distributing meeting minutes, and reporting to stakeholders to ensure everyone is up to speed on project status and next steps. Support the successful planning and execution of meetings and working sessions that have stated goals and/or objectives and require actionable outcomes for the PMO.

Senior Organizational Development Analyst Experience, Education, Skills, Abilities requested:
- Bachelor’s Degree in a field related to Organizational Change Management/ Human Resources
- 5 years of experience in Organizational Change Management
- 5 years of experience in a federal setting
- Utilizing and applying computer software including Microsoft Office (Excel, Word, and PowerPoint).
- Advanced PowerPoint Skills including Presentation/Deck development must be able to have a mastery of presentations utilizing advanced graphics, charts, graphs, and available animations.
- Advanced Excel skills –mastery of complex if/then statements, match/index, advance pivot, and chart/graphic development and visual basic programming for macro development. Charts and graphs must capture and retain audience attention.
- Strong written and verbal communication skills.
- Strong organizational skills.
- Must be able to obtain a Public Trust.
- Must have experience using SAP (ERP System).
- Must pass pre-employment qualifications of Cherokee Federal.
