S3 International (S3I) is seeking a highly qualified leader with military experience to conduct day to day staff coordination, reporting, documents generation, database management, marketing activities, and new opportunity capture and proposal support to S3 International. The Senior Operations Manager will provide CONUS based support for HR, training, timekeeping and financial requirements for the Subsidiary's direct employees working in OCONUS locations. The Senior Operations Manager will maintain Operational Control (OPCON) and security responsibility for all direct employees belonging to S3I's subordinate programs that are collocated in S3I's headquarters. The Senior Operations Manager must be a US citizen.
The S3 International (S3I) Senior Operations Manager (OM) reports directly to the subsidiary President. The OM has supervisory responsibilities for coordinating research and planning, requesting and delivering support for ongoing operations, and ensuring timely reporting to the Government or Prime partners for current contracts performed by S3I subordinate entities. The OM assists the President in identifying and forecasting emerging requirements, developing and implementing strategic and operational planning, preparing and maintaining subsidiary policies, creating and maintaining an ISO based Quality Control Plan, and developing the campaign plan to secure AS9100 certification for S3 International and its foreign entity subsidiaries and/or branches. The OM is the principal coordinator and interface to the parent company S 3 staff sections and provides executive assistance support to the President in leading the S3I subsidiary. The OM coordinates with the Recruiter Lead to develop support plans for overall recruiting and retention objectives of S3I and its commercially registered entities located in OCONUS host nations. The OM provides administrative and operational support to the OCONUS recruiting team(s) collocated with S3I staff in Huntsville, AL. The OM also is responsible for assisting the President in developing the Subsidiary 5-Year Strategy, Business Plans, and supporting new business Pipeline. In this role, the OM coordinates with any supporting business developers assigned throughout the S 3 family of companies and operates as a Proposal Manager for responding to OCONUS opportunities with the President's concurrence for capture or bid. The OM must be Project Management Professional (PMP) certified and will monitor all S3I assets in foreign countries and their reporting requirements to their prime or government customers, US and Partner Nations. The OM supervises any S3I assigned Administrative and PCA personnel and tracks all invoices and expenses incurred by its Commercially Registered entities with their internal or outsourced HR and Finance support operations within the host nation(s). The OM coordinates with the President to develop KPI to measure effectiveness of the Subsidiary's performance objectives. Also assists the President in developing the OCONUS Opportunity Pipeline and supports any assigned international BD personnel and the President in creating capture plans, maintaining the Share Point and subsidiary website, as well as leading autonomous proposal development or coordinating the same with the S3 Publications section with shared services. In the absence of the President, the OM covers normal operations and has the authority to make personnel, training, operations, and logistics decisions as defined in specific warrants. Financial decisions in the President's absence must be reviewed and approved by the S 3 CEO and CFO. The OM must be capable of successfully passing health requirements for overseas travel and willing to travel to S3I OCONUS sites up to 90 days annually.
