This fully remote position within our esteemed Federal Proposal Operations Group promises high visibility and impact. As a Federal Proposal Manager, you will play a pivotal role in collaborating with our Business Development, Capture, and Operations teams to strategize and execute major proposals for diverse Federal Government clients. Working closely with executive leaders, you will spearhead the planning, management, writing, editing, reviewing, and production of winning proposals, typically ranging from $20 million to $1 billion in value.

Essential Duties and Responsibilities:
- Write responses to Requests for Proposals (RFPs), Requests for Information (RFIs), and other Government requests.
- Create compliant, compelling responses for assigned proposal sections/topics and create associated graphics, charts, tables, etc., in support of proposal development.
- Collaborate with capture and business development teams on individual proposal development efforts to lead the writing team.
- Work with capture and business development teams to ensure compliant, on-time submissions.
- Review and edit proposal responses for consistency, compliance and win theme incorporation.
- Research relevant corporate, project, client and industry statistics and data in support of creating proposal responses for all lines of business, segments and international entities.
- Lead and manage the overall proposal development process from Pre-Proposal Phase through Post Proposal Phase
- Oversee/produce schedules, outlines, compliance matrices, proposal kickoffs, and technical solution sessions
- Help to ensure win strategy, technical solution, win themes, discriminators, compliance, and clear understanding of the requirement are well-articulated and consistent throughout final proposal documents
- Analyzes government solicitations, identifies response requirements, and prepares unique, tailored, and detailed proposal response outlines, templates, and compliance matrices in compliance with government agency requirements
- Coordinates color/management team reviews
- Remains current on all solicitation modifications/Q&A and communicates them to the team; revises schedule, outline, and compliance matrix as necessary throughout proposal life cycle
- Coordinates with graphic designers to conceptualize, develop, and integrate compelling proposal graphics that convey concepts and proposed solutions to enhance proposal documents
- Collaborates with Capture Managers, Technical Lead/PM, authors, SMEs, Legal,Pricing
- Coordinates with creative services staff to conceptualize, develop, and integrate compelling proposal graphics that convey concepts and proposed solutions to enhance proposal documents
- Uses automated proposal collaboration and document management tools, including Sharepoint
- Mentor junior proposal staff
- Support other Proposal Operations activities as needed
Minimum Requirements
Minimum Requirements:
- Bachelor's degree in related field.
- 7-10 years of relevant professional experience required.
- Equivalent combination of education and experience considered in lieu of degree.
- Bachelor's Degree in a relevant field with 7 years of proposal management experience, including 3 years in Federal Government proposals. Additional relevant experience may substitute for a degree.
- Skilled in prioritizing and managing multiple projects concurrently, with a strategic approach.
- Proficient in implementing standard proposal processes and procedures.
- Possesses strong writing, organizational, and communication skills.
- Capable of effectively influencing stakeholders at all levels, including executive management, proposal teams, SMEs, peers, and partners.
- Demonstrated ability to meet deadlines and craft compelling themes and messaging to convey value propositions.
- Works well both independently and in team settings, managing teams across different locations.
- Experienced in generating original content through interviews and research techniques.
- Highly proficient in Microsoft Office (Word, Excel, PowerPoint, Outlook) and SharePoint.
STRONGLY PREFERRED
- Experience leading large competitive strategic proposals in the $10 to $500 million range or serving as a Volume Lead on strategic proposals within the same financial scope.
- Directly supervising proposal teams
- Formal proposal training and/or certifications such as APMP

Pay Transparency
Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards.
