GENERAL PURPOSE:
The Senior Financial Analyst / Deputy Department Administrator performs in an independent manner with a wide range of administrative responsibilities as it pertains to The Institute of Optics. These responsibilities include budgeting, forecasting, building financial models, assisting with financial planning, performing research and analysis, and preparing reports for the supported areas.Meets with project participants (e.g., Chair, faculty, staff, other administrative personnel, vendors, etc.) to develop, formulate, improve, or update projects and systems, databases, and on-line systems, train staff, etc. A primary responsibility of the Senior Financial Analyst/Deputy Department Administrator is to develop and manage the databases and systems to support departmental sponsored research administration and operations, appropriately train staff, and develop procedures in the utilization of these systems. In doing so, the Senior Financial Analyst/Deputy Department Administrator will gather information, analyze and interpret data to be compliant with institutional policies, complete projects related to technology, research accounting, human resources, space, equipment, etc., and appropriately disseminate information to personnel. The Senior Financial Analyst/Deputy Department Administrator will also develop goals and protocols or procedures, and recommend methods or systems for streamlined workflow or improvements to operations. The Senior Financial Analyst/Deputy Department Administrator serves as the primary financial manager for the AIM Photonics Initiative and The STELLAR Initiative, both multi-million dollar awards. The Financial Analyst/Deputy Department Administrator will report to the Department Administrator and will work closely with the other departmental administrative and support staff members.
**SPECIFIC RESPONSIBILITIES:**
+ Responsible for the review and analysis of complex data supporting operational and financial performance measurements for all of The Institute’s FAO’s : GR’s, OP’s, and GF’s. Works closely with subcontracting institutions and outside sponsors.
+ Develops and maintains tools to enhance reporting obtained from university systems, including substantial research performance analysis
+ Conducts business process analysis and provides financial oversight and planning responsibilities. Serves as the department’s P-Card Manager.
+ Designs, develops, and augments the financial structure, creates monthly, quarterly, and annual projections, produces bi-annual, annual, and final reports, develops financial performance measures for sponsored research projects. Focus on large initiatives, AIM Photonics and STELLAR.
+ Communicates and meets with project participants (e.g., The Institute’s director, The Institute’s Administator, faculties, staff, administrative personnel, corporate members, government lab members, etc.) on a daily, weekly or monthly basis, as needed to develop, formulate, improve, or update projects and systems, databases, and online systems.
+ Builds manages and maintains the financial systems to support The Institute’s sponsored research administration and operations, and develops procedures for utilizing these systems. In doing so, the individual gathers information, analyzes and interprets data to comply with institutional policies, completes research accounting, technology, and human resources projects, and disseminates information to personnel
+ Develops goals and protocols or procedures and recommends methods or systems for streamlined workflow or improvements to operations
+ Prepares monthly projections of encumbrances and expenditures to analyze for accuracy, allocability, and reasonableness of costs, for close-out of accounts, and adherence to agency guidelines
+ Meets weekly with the Optics Administrator to review the status of accounts and make recommendations for the appropriate allocation of funds and/or cost savings for staff on active projects and related activities to ensure compliance with internal and external (federal or agency-specific) regulations
+ Maintains the integrity of the operating budget by working with the Senior Staff Accountant on changes as a result of financial analysis.
+ Manages the organizational structure of all The Institute’s financial information.
Other duties as assigned
**REQUIREMENTS:**
+ Bachelor's degree in Accounting and 3-5 years of relevant experience in a health care and/or University setting; or an equivalent combination of education and experience required.
+ MBA preferred
+ 5-10 years of financial management experience, sponsored program management preferred
+ Advanced skills with Excel software, Word and PowerPoint software, WebEx and Zoom platforms, knowledge of the UR financial system, and the skills required to stay compliant with agencies and university regulations and audits. Efficient at multitasking. Excellent people skills and sensitivity to diversity and inclusivity required.
+ CLASP CERTIFICATION required
