Job Description
We"re seeking a Senior Financial Management Analyst/Consultant to support the Department of Navy and Naval Information Warfare Systems Command (NAVWAR) in San Diego, CA.
This is a hybrid position that requires you to perform work onsite at NAVWAR and the Artemis office as needed.
Our consultants work directly with government clients to support complex financial Planning, Programming, Budgeting, Execution (PPBE), and programmatic issues. The Senior Financial Management Analyst/Consultant position requires at least 7 years of relevant professional experience in a related field and a desire to work in consulting and finance. This position will be working with a team of consultants, as well as independent direct tasking and communication with clients on a daily basis.
Our financial management support covers a range of services, to include development of Department of Defense (DoD) budgets and execution of annual financial spend plan requirements. This position will provide specialized accounting and financial management support with management oversight/supervision. General accounting activities include account analysis/reconciliation, monthly variance analysis and analytics, financial tracking, reporting, budgeting and forecasting activities. This position is responsible for compiling and analyzing financial information and advising clients regarding key financial and operational issues.
Responsibilities:
- Enter financial data into government-approved systems for obligation and procurement (such as Navy Enterprise Resource Planning or Standard Procurement System, or any follow-on systems)
- Assist in budget preparations, review estimates, and track costs and variances
- Measure organizational performance and assess effects of programs and policies on the budget
- Examine past and current budgets and research economic and financial developments that affect the organization's spending
- Adhere to guidelines and policies governing the formulation and maintenance of budgets
- Manage finances across multiple funding types and coordinate with various stakeholders
- Conduct financial reporting and analyses on financial issues and customer requirements and produce executive summaries
- Develop and propose courses of action (COAs) and recommendations for financial issues
- Interpret and apply financial management principles, processes, techniques, policies, regulations, and organizational strategic goals
Desired Skills and Experience:
Applicants must demonstrate clear and effective communication, work well in a team environment, perform under pressure, and learn new processes, software, and financial systems quickly. Excel is used daily, so existing and demonstrated experience is required. Financial data visualization (i.e. Tableau, Microsoft Power BI, etc.) and Access database experience are also strongly desired. Experience with the Navy Enterprise Resource Planning (N-ERP) System is desired, We are looking for energetic, intelligent, dedicated consultants to add to our team.
Qualification Requirements:
- Bachelor"s Degree from an Accredited College or University
- Ability to obtain a SECRET Government Security Clearance or TS/SCI clearance if supporting TS/SCI programs/projects
- Proficiency using MS Office Suite (PowerPoint, Access, Word, Outlook)
- Advanced experience using MS Excel
- Experience using data visualization tools (Tableau, Microsoft Power BI, etc.)
- (Required) Seven (7) or more years Navy/DoD financial management and/or relevant consulting experience
- (Desired) Previous experience in accounting, consulting, government finance, NAVWAR financial systems and the government planning, programming, budgeting, and execution process (PPBE)
- (Desired) Certified Defense Financial Management (CDFM) certification
