Position Overview:QinetiQ US has an immediate opportunity for an experienced Senior level Facility Security Officer (FSO). The FSO will be responsible for maintaining a FCL portfolio, supervising AFSOs and security personnel, and providing backup to other key positions. This position will be responsible for managing all aspects of the National Industrial Security Program (NISP) and other related security activities.
The company is looking for an FSO with exceptional work ethic, ability to work independently with little to no instruction, demonstrated record of strong initiative, accomplished verbal/written communication skills, as well as demonstrated successful engagement and collaboration with the Defense Counterintelligence and Security Agency (DCSA), and other DoD and/or Intelligence Community Customers. The candidate will be responsible for interpreting and applying policies, developing and implementing security programs, drafting plans and procedures to ensure mission success and accurate, up to date compliance records with corporate policies and national security regulations.
Responsibilities:- Management of aspects under the National Industrial Security Program (NISP), Intelligence Community Directives (ICD) and other security aspects as it pertains to classified contracting
- Act as a Liaison with the Defense Counterintelligence and Security Agency (DCSA) and other Department of Defense (DoD) and Intelligence Community (IC) agencies as required
- Provide Security guidance to Program area managers, Human Resources, Recruiting, Contracts and Senior Management
- Familiar with DOD clearance processing requirements, SEAD4 and the 13 adjudicative standards, and tracking of personnel security clearances and associated investigation requirements
- Process classified visit requests and certifications
- Responsible for all Facility Clearance Level (FCL) documentation and approvals in support of their program area/s
- Responsible for preparing and maintaining all facilities (and personnel) for favorable USG audits and inspections
- Responsible for providing, conducting, and tracking all personnel for required company and USG compliance training
- Responsible for preparation of subcontract DD Form 254’s for assigned classified contracts
- Responsible for preparation of all SCI nomination related documentation for submission to the Customer
- Responsible for inventory and proper control of any current or new classified materials on site
- Responsible for handling administrative inquiries and conducting investigations of non-compliance
- Ensure all applicable entity information is updated in the National Industrial Security System (NISS) database
- Oversight of secure spaces
- Perform other duties as required
- Active US Top Secret security clearance with SCI eligibility
- 7+ years of increasing industrial security and FSO responsibilities
- Experience in SCIF and closed area operations and management
- Knowledge of both DoD and IC customer workflows
- In-depth understanding of security manuals, directives, and Executive Orders; to include NISPOM
- Rule and its amplifying directives (DCIDs, ICDs, Sponsor Instruction, etc.)
- Must be experienced with USG Information Systems (NISS/DISS/eApp)
- Must possess the Facility Security Officer Program Management for Possessing Facilities Curriculum Certificate
- Experience leading and mentoring other security team members
- Active SCI clearance and willing take a polygraph
- Experience working within a Special Security Agreement (SSA) or other FOCI agreement
- Experience in a Contractor Special Security Officer (CSSO) role
- Affinity with Intelligence and Defense customers
