Responsibilities:
The Sr. Data Analyst will support Barrow Wise's DHS - Customs & Border Protection Border Enforcement Strategic Planning Analysis Directorate /Systems Division (SD) project and perform the following duties:
- Provide business intelligence reporting and analytical support through data mining techniques and pulling data from database systems such as Microsoft SQL Server or Oracle.
- Maintain state-of-the-art knowledge of technology, processes, methodologies, procedural solutions, and products used by or are applicable to the needs of the CBP; identify possible solutions, develop evaluation criteria, evaluate possible solutions, and recommend a solution based upon the evaluation. As appropriate, the recommended solution will include short, mid and long-term solutions and actions and will recommend a migration path; define and continually refine metrics to be used in the assessment of procedures; review and interpret government directives and regulations; and provide technical advice and assessments or impacts on non-web-based application software and hardware requirements
- Install and configure applications; provide second-tier support
- Provide professional knowledge of various theories and concepts and in-depth technical knowledge of quantitative methods of analytical, mathematical, or statistical principles and practices for U.S. government programs.
- Knowledge of analytical processes, such as setting up the problem, conducting background operation research, collecting and reducing data, displaying data for analysis, formulating mathematical expressions, and drawing conclusions.
- Perform quantitative and qualitative analysis, data quality assurance, and develop graphics and reports based on analyzing and interpreting formative and summative operational and management program statistics and capabilities.
- Provide support for the production of trends analysis using CBP enforcement and intelligence data.
- Oversee, train, and provide Project Specialists with effective technical techniques, advice, and directions for short- or long-term major ah-hoc projects.
- Create, maintain, and update various CBP databases and Excel spreadsheets to track historical data on CBP operational intelligence.
- Perform statistical percent change analysis and projections.
- Able to utilize advanced Structure Query Language (SQL) functionalities in Aqua Data Studio Application and complex Excel formulas to research and produce valuable statistics from large data sets.
- Generate new and/or modify existing CBP standardized and canned reports to provide statistical reports with percent change analysis and projections.
- Write and maintain complex SQL queries for data mining from various internal and external databases.
- Manipulate large data sets to develop statistical models and methodologies in a fast-paced environment.
- Give briefs on statistics, analyses, and projections to Senior U.S. Government Officials.
- Ensure data integrity in enforcement systems and provide recommendations on improving the integrity of the systems.
- Conduct analysis research and analyze CBP's datasets for system and processing errors.
- Able to investigate data anomalies to determine root causes.
- Write summary white papers of the findings and present the issues and recommendations via System Change Requests to ensure the data integrity of CBP's systems.
- Query information in the enforcement systems to verify data is accurate and complete information, and support various requests and reporting requirements.
- Define and document data quality assurance standard reports within CBP systems to address data issues and minimize errors.
- Write and manage all new and/or existing Standard Operating Procedure (SOP) manual training documents for the Statistics Data Integrity (SDI) Unit, including, but not limited to, Daily, Weekly, Monthly, and Data Quality reports.
- Work on-site in Washington, DC.
An ideal candidate has the following:
- U.S. Citizenship
- Bachelor's Degree in computer science, information systems management, mathematics, engineering, or related field.
- Minimum of 8 (eight) years of data and statistical experience.
- Have and maintain CBP/DHS clearance
- Expert proficiency in Aqua Data Studios and MS Office Suite, including but not limited to Excel and MS Access. SQL, knowledge of relational databases, Oracle, Server Query Analyzer, v Lookups, Macro, and SharePoint.
- Must be experienced with Procedural Language (PL) /Structured Query Language (SQL), Qlik, and Tableau
- Must have prior experience writing database functions and stored procedures.
- VBA and Visual Basic, intermediate qualifications are needed to create automated statistical databases
