Duties, Responsibilities & Other:- KCI Technologies, Inc., currently has an opening for an experienced, mid to senior level Quality Control Manager/Engineer for land bridges and roadway widening on I64 for the Hampton Roads Bridge Tunnel expansion project. Quality Managers solve construction quality problems in the field, and establish an effective working relationship with contractors, VDOT and other inspectors. Assist in inspections to assure compliance with contract plans, specifications, and special provisions on all phases of construction associated with highways. Assist in the preparation of contract change orders, and estimate inspector resources required. Manage sub consultants to coordinate the inspection sampling and testing of construction materials and activities to monitor compliance with contract specifications.
- Prepare and or review daily, weekly, and monthly reports as required. Ability to work independently, perform duties in the construction field office, and effectively make decisions concerning construction quality in progress and resolve at the lowest level in the field when possible.
- It is a management, supervision and leadership position that will direct and oversee the inspection and material testing efforts on eleven land bridges and the connecting roadway widening in Hampton Roads I64 corridor.
- Must have solid experience in construction methods, inspection, materials testing, daily report writing, VDOT documentation, specifications and standards. VDOT certifications or in-depth knowledge of same are required.
- Candidate should have experience applying engineering concepts to solve complex problems and have ability to plan, organize, and schedule daily inspection operations and to make independent decisions.
- The successful candidate will possess strong working knowledge of highway bridge and road construction procedures in heavy traffic and must be able to communicate effectively with co-workers, departmental personnel, contractors, developers, local and state officials, and the general public.
- The most qualified candidate will have an engineering degree or PE license with strong computer experience including office software web based data bases, knowledge of engineering standards, policies and procedures related to transportation. Experience may be considered in lieu of degree.
- The position requires experience writing memos, reports, and emails that clearly convey technical information, construction issues and deficiencies and engineering concepts. Position will also work in teams or independently to develop inspection check lists, inspection and testing plans for work activities.
- Knowledge of structural mechanics, and strength of materials. Knowledge of the physical characteristics and properties of various roadway and bridge construction materials including concrete and steel.
- Experience applying knowledge of federal, FHWA, state and local transportation rules, regulations and policies. Ability to read and explain complex drawings and specifications to juniors.
- 10+ years of experience preferred
- Bachelor's degree or equivalent experience required. Secondary degrees such as Master, licenses and certifications preferred.
- Minimum of 6 - 10 years of experience.

- Complete Annual Individual Training Program
- Hire and train additional personnel as required
- Submit for approval and deliver timely annual Employee Performance Appraisals for assigned staff
- Train adequate backup personnel to support your role in your absence
- Develop and maintain customer relationships by soliciting monthly performance feedback, identifying client needs, and identifying the next project
- Comply with all KCI policies and procedures
- Ensure projects fulfill ISO compliance requirements
- Establish strong working relationship with client, contractors, and design engineers
- Maintain active participation in professional and business organizations
- Manage work routine of all assigned staff and assign job activities as required
- Complete other duties as required/assigned
- Achieve or exceed budgeted individual utilization target
- Assist with receivables management
- Complete all tasks on time and within budget while fully meeting the scope
- Consult and coordinate with other practices and sub-consultants as required
- Ensure effective use of equipment and personnel
- Manage project schedule and track burn rate to deliver all projects on time and within KCI's budget while fully meeting scope
- Operate within specified (corporate or project) budget parameters
- Analyze change orders and disputes and make recommendations to the owner
- Maintain document control for correspondence, RFIs, submittals, etc.
- Prepare and analyze schedules
- Prepare cost estimates
- Read plans and specifications and understand the construction contractor's means and methods
- Solve construction problems in the field
- Test, document, and assure quality of contractor's work
