About the Job
We are seeking a part-time Sr. Analyst to join our team in support of the Chief Financial Officer (CFO) Unpaid Assessments and Analysis Office (UAA) at the Internal Revenue Service (IRS).
The Sr. Analyst will support maintaining the integrity and accuracy of the data and business rules used to segment the inventory of Unpaid Assessments for Operational and Financial reporting purposes and analyzing custodial data to accurately present data to the Department of the Treasury, Congress and GAO. In addition, will support Unpaid Assessment Accounting Analysis (UAAA) monthly, quarterly, and annual financial statements including the footnotes and closing package in accordance with applicable federal financial accounting standards and guidance. This includes resolving exceptions, errors, and problems with the financial statements. Perform quality reviews of work, and identification and resolution of data errors in the master files. Will work with IRS personnel to update principle statements, as well as, key supporting work papers.
This is a Part-time position and will average approximately 24 hours a week.
Location of work is remote in U.S.
Project Specific Duties:
- Provide support for UAA/UAAA with the preparation of financial statements and other work papers in support of the financial statements and audit
- Prepare crosswalks from Unpaid Assessment (UA) and the Custodial Detailed Data Base (CDDB) to the financial statements and footnotes
- Prepare other reconciliations and analysis as necessary or requested
- Develop UA Significant Deficiency Plans and Remediation Plans
- Develop CADE 2 and IT UA modernization requirements
- Identify Legislative Impacts to UA
- Perform Legislative research, analysis, and reporting
- Perform UA data analytics; reconciliations and GAO deliverables; UA Data Quality and data quality improvement
- Perform Sequestration research and analysis
- Provide GAO audit support for Large dollar cases
- Support COVID-19 audit issues
- Provide GAO audit support for Trust Fund Recovery Penalty & Restitution Based Assessments
- Provide GAO audit support for the Custodial Audit Support Tracking System (CASTS)
- Analyze IT UWRs
Project specific minimum requirements:
- Bachelor's Degree from an accredited college or university required; an additional four (4) years of related work experience can substitute for a degree.
- At least five (5) years of relevant experience.
- Ability to work closely with GAO auditors as well as with Subject Matter Experts (SMEs) throughout the different divisions of the IRS.
- Knowledge of IRS' master file and IDRS structure.
- Knowledge of IRS IMF, BMF and IDRS statuses and transaction codes.
- Working knowledge of IDRS command codes.
- Knowledge of IRS Examination, Appeals, Offer-in-Compromise, Installment Agreements, Bankruptcy, and Litigation.
- Preferred skills: Possess a high level of expertise with the GAO Financial Audit, Familiarity with custodial portion of the GAO audit of the IRS Financial Statement as it applies to Unpaid Assessments; Knowledge of UA Methodology Review procedure; UA definitions; Book Value Adjustments; Manual Moves; Substitute for Return; TEFRA Examination Proceedings and Assessments; Abusive Tax Avoidance Transactions; Stand-Alone Penalties; Identity Theft; Frivolous Returns.
Additional Requirements as per contract/client:
- Candidates must meet requirements to obtain and maintain an IRS Minimum Background Investigation (MBI) clearance (active IRS Moderate Risk MBI is a plus)
- Candidates must be a US Citizen or a Legal Permanent Resident (Green Card status) for 3 years, and be Federal Tax compliant
