Position: Sr. Accountant - Federal Accounting.
Location: Washington, DC 20024.
SPS Consulting seeks a Sr Accountant with at least 5 years of experience in federal accounting. Responsibilities will include providing advice on accounting matters; analyzing and resolving complex problems; preparing specialized data, records, reports, and procedures; operating and inspecting accounting systems; supporting internal and external audit processes; developing and training staff; financial report preparation. Prior experience with GTAS or FACT.
Responsibilities include:
- Analyze Trial Balance Proprietary and Budgetary Accounts monthly and run the open and closed Period Tie-Point Reports in organization’s ERP system.
- Prepare recurring, routine journal transactions related to SI federal and trust funds accounts accordingly to ERP automated journal entry procedures.
- Prepare, analyze, and submit assigned federal fund balance reconciliations each month. Ensue all reconciliations agree with Treasury fund balances per the Central Accounting Reporting System (CARS) account statement and Intra-Governmental Payment and Collection (IPAC) transactions agree with Treasury Account Statement.
- Identify and correct any new monthly imbalances and any unresolved system issues after close of the general ledger accounting month.
- Prepare and analyze financial statements such as Balance sheets, Statement of Net Cost, Statement of Operations and Changes in Net Position.
- Prepare assigned portions of SI financial statements and footnotes. Validate financial reports and tie them to financial statements. Assign financial statements, footnotes or reports are prepared accurately utilizing SI policies, SI operating procedures, GAAP, and applicable Treasury or non-Treasury regulations.
- Prepare the non-federal trust trial balance submitted to Treasury through journal voucher annually, and all associated crosswalks following guidance from OMB Circular A-136.
- Prepare, analyze, and submit Governmentwide Treasury Account Symbol Adjusted Trial Balance System (GTAS), GAAP, and applicable Treasury or non-Treasury regulations.
- Ensure that all GTAS reports reconcile to the general ledger budgetary and proprietary accounts, and that all edits and validation errors have been accurately researched and resolved.
- Review and test GTAS updates before implementation.
- Attend regular USSGL Issues Resolution Committee (IRC) Meetings, review USSGL Bulletin updates, and prepare an enhancement update report so that our Office of the Chief Information Officer (OCIO) can update our system.
- Perform a detail review on financial reports received from activities on sales, purchases, inventory, and customer billing.
- Analyze financial transactions for proprietary and potential impact on funding sources and the financial position of the organization.
- Serve as a liaison accountant to the units to aid in the continuous improvement of accounting operations.
- Review and prepare general ledger account reconciliations such as inventory, accounts receivable, fixed assets, prepaid and deferred expenses, deferred revenue, and accrued liabilities.
- Develop, document, and implement accounting procedures to meet accounting/reporting requirements due to changes in federal laws, rules, and regulations.
- Plan and conduct monthly meetings with SI units’ financial staff to review and discuss general ledger account reconciliations, sub-accounting systems, business practices, and open issues.
Requirements:
- Bachelor’s Degree in Accounting or Finance and/or 5+ years of experience in federal accounting and have excellent verbal and written communication skills.
- Experience with USGL and GTAS or FACT.
