I. JOB OVERVIEW
Job Description Summary:
Under the direction of the Assistant Director, Sponsored Projects Pre-Award Management, the Sponsored Projects Analyst, Pre-Award supports institutional research goals as an integral part of the Office of Sponsored Projects (OSP), a unit within the Office of the Vice Provost for Research (OVPR).
The Sponsored Projects Analyst, Pre-Award performs the core functions of the central office: as institutional review and approval of all proposals for submission in order to secure external funding; as a resource person with expert level understanding and applied knowledge, providing consultation, guidance, and direction to senior leadership; functioning independently and decisively at a high level of proficiency; serving as co-facilitator to prepare and conduct training and education sessions; and serving as a delegate to submit proposals to the sponsor.
The Sponsored Projects Analyst, Pre-Award may manage a portfolio of diverse university schools, departments, centers, and institutes. The incumbent performs as a primary university resource to interpret and implement sponsor guidelines, federal and state regulations, along with university policies and procedures; provides oversight of the proposal development process to minimize the university’s compliance risk; communicates with sponsoring agencies; develops training materials; provides guidance, education, and training to unit and departmental level staff associated with sponsored activities; and keeps abreast of new developments in the field of research administration, pre-award management, federal regulations, policies, and procedures in order to serve as a Subject Matter Expert (SME) for information and guidance to university faculty, staff, and students.
Specific responsibilities include:
- Serves as backup coverage for the Senior Sponsored Projects Officer, Pre-Award to submit designated proposals with AOR approval.
- Serves as a resource for complex proposals including proposals with multiple collaborators, international designation, or large, complex collaborative projects (such as cooperative agreements, P or U grants), etc.
- Acts as a point of contact for identifying online resources and provides information to facilitate the proposal development process; analyzes and resolves problems related to non-compliance during the preparation of the proposal.
- Prepares and presents presentations to small or large groups.
- Liaises with affiliated offices such as Human Resources, Technology Transfer, General Counsel, IRB, and IACUC to facilitate initial contact as part of the proposal development process.
- Troubleshoots and responds to inquiries related to S2S research software and other agency systems/ electronic portals (e.g., eRA Commons, Grants.gov, Research.gov, ProposalCentral, etc.).
Performs other work-related duties as assigned. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position. This position will require on-campus in-person meetings (e.g., Team Meetings, OSP-All Staff, etc.) at the discretion of OSP leadership.
Minimum Qualifications:
Qualified candidates will hold a Bachelor’s degree in an appropriate area of specialization plus 5 years of relevant professional experience, or, a Master’s degree or higher in a relevant area of study plus 3 years of relevant professional experience. Degree must be conferred by the start date of the position. Degree requirements may be substituted with an equivalent combination of education, training and experience.

- Demonstrate relevant experience in pre-award research administration (proposal preparation and budgeting, proposal review, and e-submission to sponsors).
- Experience using S2S system, electronic information systems (Grants.gov, ASSIST, eRA Commons, etc) that support sponsored project workflow and management.
- Proven knowledge of federal, local government, private, non-profit policies and regulations related to research activities.
- Demonstrate general knowledge of business administration practices, university, and sponsored project policies and procedures.
- Working knowledge and understanding of federal regulations Uniform Guidance 2 CFR 200, FAR and DFARS.
- Outstanding organizational skills with ability to manage competing priorities, prioritize multiple assignments and deadlines under pressure, in a fast-paced work environment.
- Superior verbal, written communication and presentation skills, exceptional interpersonal skills.
- Experience working with federal funding agencies (NIH, NSF, DoD, NASA, etc.) on grant, contract, cooperative agreement, and other transaction agreements.
- Working knowledge of compliance risk areas (export control, conflicts of interest, controlled unclassified information, etc.).
- Strong skills in problem solving, making assessments, detailed-oriented, and decision-making.
- Experience working with various stakeholders (AOR, Risk Management, OGC, federal and non-federal sponsors).
