Dedicated to serving those who defend the US and warfighters, Nisga’a MOSTT offers Military Operations support and Specialized Tactical Training (MOSTT). Nisga’a MOSTT’s services include aviation and military training, cybersecurity, intelligence gathering and analysis, and simulation and exercise support, as well as aviation flight logistics support and unmanned aerial vehicle support.  

Summary:

TheSpecial Technical Operations Strategy Advisor willsupport STO planning for USCENTCOM and itscomponents. The candidate will provide expertise in Sensitive Activities, Special Access 

Programs (SAP), Alternate Compensatory Control Measure (ACCM) programs, and STO by 

advising and assisting in development of interdepartmental relationships between the 

Operations Directorate, Sensitive Activities Division, and the STO branch in conjunction with ongoingand future J5 planning. Assist in integrating joint SAPs, STO and ACCMs to all 

USCENTCOM planning efforts and will lead USCENTCOM sponsored, planning, integration, 

and implementation efforts involving USCENTCOM Component Commands, other key 

Combatant Commands, the Joint Staff, the Office of Secretary of Defense, as well as,Interagency, Coalition and Regional partners. Manage the Review and Approval Process (RAP) 

to gain approval for STO, SAP, and Sensitive Activities Concepts of Operation (CONOPs) and 

plans.  

Essential Job Functions:

• Provide technical recommendations to the J3 regarding the JOPP, JointOperational Planning and Execution System, campaign appreciation, campaign design, missionanalysis, and critical factors analysis. 
• Assistance in the development, evaluation, and coordination, and implementationof USCENTCOM Integrated Joint Special Technical Operations (IJSTO) plans with othersensitive activities plans and concepts. 
• Provide expertiseregarding the Staff Action Officer duties involved in the planning,coordination and de-conflicting DoD plans, operations, actions and activities with the Joint Staff,Office of Secretary Defense, Geographical Combatant Commands, Functional CombatantCommands, Interagency, Intelligence Community, other DoD agencies, service staff, andsupporting commands. 
• Adhere to IJSTO regulations, directives, instructions, and policy for safe handling,storage, and access to Special Technical Operations materials, equipment, and communicationequipment. 
• Provide technical recommendations to planning teams and working groupsregarding the inclusion of ACCM, SAP, and STO into JOPP, Joint Operational Planning,Exercise Planning, and Joint Doctrine. 
• Support OPT efforts which require a working knowledge of military planningtechniques and procedures. Participate in a cross-Directorate team of planners through; MissionAnalysis, COA Development, Course of Action Analysis (Wargaming), Course of ActionComparison and Decision, Plans and Order Development, and Transition. 

Necessary Skills and Knowledge:

• Strong ability to conceptualize, design, and drive long-term strategic initiatives.Proficiency in aligning policy recommendations with organizational goals and market trends.  
• Expertise in analyzing, interpreting, and advising on complex policy issues. 

Minimum Qualifications:

• Experience planning,synchronizing and assessing STO requirements within full-spectrum IO operations;experience with developing and integrating STO requirements within campaign strategy, plans,and orders; have completed the STO Planner’s course and Planning and Decision AidSystem (PDAS) Users course, have a Bachelor’s Degree, and at least two (2) years’experience directly involved in STO at a Joint or Geographical Combatant CommandHeadquarters. 
• Shall be prepared and eligible to travel, to include OCONUS, CONUS, and must be able to obtain an official passport.
