The City of Oxnard's Public Works Department is seeking a Special Districts Manager to plan, organize, coordinate, supervise, and administer the City's assessment districts, including the Landscape Maintenance Districts, the Community Facilities Districts, bonded districts, and other special finance districts that have been or may be created by the City of Oxnard from time to time. The Special Districts Manager will oversee the work of staff and contractors/consultants, ensures contractor compliance with agreements, prepare and manage budgets, maintain cooperative working relationships with various representative neighborhood councils, HOAs, public agencies, and the public. The incumbent manages contracts and works very closely with the various association boards regarding maintenance, budgets, and other issues. The City currently has 50 special districts with cumulative budgets that total approximately $15 million.
WORK SCHEDULE:
The normal work week is Monday through Thursday 7:30am to 5:30pm and alternating Fridays 8:00am to 5:00pm. Depending on the work assignment staff may be assigned to a shift outside of the standard work hours. In addition, this position may be required to be available to work additional hours in response to after hours neighborhood meetings, committee and City Council meetings, peek in work loads, and changes in department needs.
SUPERVISION RECEIVED/EXERCISED:
The Special Districts Manager receives general direction from the Assistant Public Works Director, while giving direct and indirect supervision to their assigned staff.

THE DEPARTMENT
The Public Works Department consists of over 500 budgeted FTEs and is responsible for the design, construction, renovation and operation of public projects and facilities ranging from seawalls to wastewater treatment plants; sewers; storm drains; water; parks; facilities; and maintenance of streets, sidewalks, streetlights, traffic signals, and street landscapes. The Department’s executive team is committed to delivering projects and programs that enhance the quality of life, economic growth, and the environment for all residents. The Public Works Department is comprised of several divisions with an operating and capital budget of $290 million for FY 2023-24.
