Special Assistant to the Chief Security Officer
Bachelor's degree (foreign equivalent or higher) in Criminal Justice, Emergency Management or related field. Two (2) years of directly related full-time paid experience in law enforcement, emergency management or related field. Demonstrated experience in emergency management practices as well as demonstrated experience with emergency planning, response, mitigation and recovery efforts, including various mutual aid systems. NYS Basic EMT certification. Must be a certified DCJS Police Officer and maintain that certification for the term of employment in the position. Must have, keep and maintain the appropriate valid NYS Driver’s License; have a motor vehicle record which is free from major violations or a pattern of repeat violations.
Preferred Qualifications:
Advanced degree (foreign equivalent or higher) in Public Administration, Criminal Justice, Homeland security or related field. Eight (8) years of directly related full-time paid experience in law enforcement, emergency management or related field. Five (5) years of demonstrated full-time supervisory experience directing, supporting, and managing law enforcement or emergency response organizations and personnel in a large organization. NYS EMT-P certification completion of the FEMA Professional Development Series training program.
Brief Description of Duties:
The focus of this position is safeguarding the university executives and visiting dignitaries from safety and security hazards. This position is critical to maintaining the safety and security for senior officials. Assigned to the Division of Enterprise Risk Management, the incumbent may perform a variety of operational duties and will provide close protection and other security-related functions for the senior executives of the university enterprise. This includes but is not limited to, performing protective advance site visits, planning and threat vulnerability assessments, liaising with security subcontractors, responding to various types of incidents including medical emergencies as needed. The incumbent will also be responsible to identify and ensure the executive fleet vehicles are outfitted with appropriate equipment and operating within all safety and maintenance guidelines. When needed, the incumbent is responsible for transporting and accompanying senior officials to various locations on and off campus. The selected candidate should demonstrate an ability to interact with persons of all backgrounds, cultures, and affiliations within all levels of government, business, or non-profit entities. The incumbent should be able to use discretion and maintain confidentiality.
- Operational Security Duties:
- Safeguards the university executives and visiting dignitaries from all forms of security and safety hazards. Maintain an inconspicuous security presence and provide seamless and unobtrusive protection.
- Be able to balance between security and discretion in a professional environment.
- Act to support threat management and emergency response and be the first point of contact for client security and medical needs when necessary.
- Assess and identify on-the-ground resources in regions to ensure safety and security during executive travel.
- Be able to deliver briefings and make recommendations based on daily periodic reporting and threat assessments.
- Travel locally in support of protective operations which includes advance site visits and planned events. Execute advance preparations and security assessments of sites, residences, and events to ensure thorough, efficient, and proportionate, threat-based security measures.
- Coordinates logistics with multiple parties and plans all details relating to the physical location of the executives.
- Provides security coverage for university executives, guests, and others in a professional and courteous manner while in compliance with policy, procedures, and executive preferences.
- Coordinates with internal staff and department heads when providing joint support during activities and events.
- Provide escorts to university guests and dignitaries as requested.
- Operate motor vehicles in a safe and legal manner.
- Respond to emergencies and render medical aid as able.
- Coordinate with public and private sector counterparts to provide for the security for business meetings, visiting international business leaders, public officials, or other VIPs.
- Coordinate activities, transportation, changes in travel plans, and other requests as directed.
- In conjunction with the Executive Operational Aide, identify and plan routes to and from a variety of points of destinations and provide backup coverage as needed. Coordinate a variety of services and cultivate relationships with local, state, and federal police, fire and emergency medical services agencies as required.
- Work with others to secure property and equipment during trips.
- Completes trip records and other records relating to transporting of program participants. Work with Executive office staff to keep abreast of Executive's immediate and long-term commitments and plans; identifies conflicts, flags problems for intervention and corrects courses as appropriate.
- Research and write security plans and procedures if required.
- Enterprise Risk Management Functions:
- Partner with internal teams on the planning and logistics around University-sponsored events to ensure security matters and executive participation are adequately addressed.
- Investigate threats; assess risk and mitigate threats on a consistent basis.
- Participate in periodic training with all Enterprise Risk Management Units. Serve as a confidential aide to the Chief Security Officer, reviewing plans and making recommendations operational and security related policies. Represent the Chief Security Officer on University committees and with external partners as directed by the CSO.
- Systemically monitor early-warning detection systems, security alarms, and cameras to identify and resolve security risks.
- Manages internal and external security special projects in coordination with other departments and/or organizations on behalf of CSO.
- Other duties as assigned.
Special Notes:
The Research Foundation of SUNY is a private educational corporation. Employment is subject to the Research Foundation policies and procedures, sponsor guidelines and the availability of funding. This is a full-time appointment. FLSA Exempt position, not eligible for the overtime provisions of the FLSA. Minimum salary threshold must be met to maintain FLSA exemption.
Essential Position: This has been designated as an essential position based on the duties of the job and the functions performed. Positions that are designated as such may be required to report to work/remain at work even if classes are canceled, and the campus is working on limited operations in an emergency.
Evening and weekend work will be required at times.
