The Treasury IT Manager is responsible for the oversight of application development and maintenance teams including the hiring, staffing, scheduling, performance evaluations, disciplinary actions, and training needs for staff. The manager oversees tasks on large-scale products such as application development management, requirements management and development, system design and coding, road mapping, modelling, testing, debugging, documenting of automated solutions, and is responsible for meeting with clients to ensure applications are appropriately customized. Supports the development and maintenance of product-level budgets and recommends investments in products or technologies (including SaaS and COTS options) for use at the department and enterprise level.
Job Duties
- Responsible for overseeing and managing a company's information technology assets. Coordinates development from concept to installation. Acts as liaison between clients, vendors, and consultants.
- Manage one to two agile teams, including consultants, developers, and testers
- Responsible for performance appraisals, development, motivating, coaching, and mentoring
- Provides recommendations for hiring, staffing, scheduling, performance evaluations, disciplinary actions, and training needs
- Provide leadership regarding all aspects of the agile teams, including the technical direction, process improvement activities, alternatives analysis, risk management, and corrective actions resolution of issues and defects, and general challenges
- Assure compliance to Bank, FRS and Treasury policies and procedures
- Communicate effectively with clients and all levels of management, peers, and organizations within the Federal Reserve System and the Treasury
- Partners with our Treasury Product organization, Treasury customers, scrum masters, and other FRS management areas such as Financial Services, National IT, Audit, Procurement, Legal, Vendors, etc.
- Research and maintain current knowledge of new application methodologies and tools, as well as district and system technology priorities
- Oversee and responsible for all phases of delivery
- Maintain a vigilant security posture, including assisting with upgrading information security as necessary
Qualifications
- Bachelor’s Degree with a major or specialized courses in Computer Science or Management Information Systems, Cybersecurity or commensurate experience required
- 1-3 years in a managerial role with direct reports
- Experience with managing application development required
- Industry-related certifications or degrees in the areas of application development/methodology, process, agile methodologies, cloud development, cybersecurity, project, and/or risk management are desired
- Demonstrate outstanding judgment and flexibility; thrive in a fast-paced environment
- Oversee multiple initiatives simultaneously while meeting tight deadlines and shifting priorities
- Excellent oral and written communication skills
- Ability to process and assess complex procedures, practices and polices
- Detail oriented with strong organizational skills
- US Citizenship Required
- Travel may be required between 5% and 15%.

Salary: $120,000 - $135,000
