Primary Purpose
This position supports "Essex, an Emmes Company". Essex is a biomedical informatics and health information technology-focused consultancy founded in 2009 and headquartered in Rockville, MD. The Essex team comprises experts with extensive experience in strategically developing and managing complex health and biomedical information programs for clients in the Federal Government, research academia, and private sectors.
This is an engineering management role that provides technical guidance and project management of the development and deployment of enterprise and informatics software systems to support cancer clinical trials and research. Interacts with the product owner as well as the broader stakeholder community and manages needs and feedback for each, ensuring they are incorporated into the project analysis and development cycle.
Responsibilities:
- Lead a software engineering team in an Agile software development environment to develop and deliver cloud-based technical solutions that meet or exceed the customer’s expectations.
- Work with the Product Owner to conduct analysis across all project feature requests, in order to derive technical requirements, tasks, priorities, and timelines and estimates.
- Work with stakeholders and external collaborators (e.g.: labs, biobanks) to provide training, and triage community feedback for analysis and development.
- Provide staffing estimates and allocations when necessary.
- Be able to design and execute a technical solution after assessing tradeoffs between
different approaches. - Perform the role of ScrumMaster as part of software development sprint cycles. Effectively organize and lead internal team meetings (e.g., Scrum, Sprint Planning, Sprint Review)
with team. - Drive and within the development processes through the use of Agile Scrum/ Kanban.
- Lead a high-performing engineering team including coaching or mentoring engineers, helping them improve their skills and grow their careers.
- Promote a culture of knowledge sharing and engineering excellence. Cultivate a continuous improvement mindset.
- Develop/update processes and best practices to improve the team’s productivity.
- Provide regular presentations and application demos to the client, business owner, and external stakeholders.
- Own and maintain project documentation, including architecture diagrams, sequence diagrams, API documentation, and technical working practices.
- Interview, evaluate, and hire engineers. Develop and help maintain the engineering interview and evaluation process.
Qualifications:
- Possession of a Bachelor or Graduate degree in a technical field such as Computer Science from an accredited college or university (according to CHEA).
- 6+ years of software development experience in one or more programming languages and with data structures/algorithms.
- 2-3 years of people and engineering management experience.
- 3-5 years of experience designing and building enterprise software systems that run in a Production AWS Cloud environment.
- 3-5 years of working with a CI/CD pipeline using Git, GitHub, and GitHub Actions
(or similar tools). - Good communication and presentation skills (oral and written).
- Experience working with technical project management tools such as JIRA and Confluence.
- Experience with writing and maintaining project documentation (e.g., architecture diagrams, sequence diagrams, RACI charts, and SOPs).
- Comprehensive software design, programming, and architecture skills.
- Experience leading software engineering team(s) that design/develop using UI frameworks (ReactJS, VueJS).
- Experience coding in Python, Java, Ruby, or comparable programming languages.
- Experience designing and building enterprise software systems that run in AWS Cloud environment using technologies such as ECS, Lambda, SQS, SNS, S3, API Gateway, DynamoDB, OpenSearch, QLDB, Aurora PostgreSQL, Neptune, DocumentDB, CDK.
- Experience leading software engineering teams that design/develop software systems with a backing relational and/or NoSQL databases using ORM libraries such as sqlaclhemy.
- Experience designing and developing microservices with RESTful API, GraphQL, and/or grpc to exchange data via JSON, XML, and other data exchange formats.
- Experience integrating with Okta and additional 3rd party systems
- Experience working in an Agile development environment such as SCRUM or Kanban, planning sprints, and sprint reviews.
- Experience using Git, GitHub, and GitHub Actions (or similar tools).
