Overview:
This effort focuses on the data architecture, software engineering and development of system tools and capabilities.
Software EngineerThe Sponsor is responsible for sensitive cross-cutting projects to further national security objectives. The Contractor will support the hardware, software, networks and systems underpinning the operations, maintenance, development, upgrade and security of a Sponsor system in a team environment to enable the Sponsor s critical mission. This effort focuses on the data architecture, software engineering and development of system tools and capabilities. Priorities and tasking will be managed by the GTM with input from the Sponsor s Front Office. The Software Engineer will maintain and enhance the Sponsor s system data architecture and enterprise data management software, services (including automated data extract, transform, load (ETL)) and solutions to ingest, integrate, reconcile and harmonize data from cloud-based and other systems and repositories across Sponsor and Sponsor partner organizations, in accordance with Sponsor s priorities. They will support a legacy customized application which provides federated search and knowledge management capabilities, along with a customized security logging service and design develop and maintain advanced analytics delivered via web-based platforms. The Software Engineer will install, patch and update software to maintain system capabilities, uptime and stability, and support Sponsor Assessment & Authorization (A&A) accreditation requirements and support software engineering and development efforts to maintain current and deliver new capabilities to enhance data discovery, exploitation, and analytics, including the integration and use of established and novel artificial intelligence (AI) and machine learning (ML) techniques. The Team will partner with the operations and maintenance team to provide continuous hourly/daily service to the Sponsor every day of the year using a blend of on-site and on-call support. Monday through Friday from 1000 to 1400 hours (local time) is considered core business hours during which all contractors will provide on-site support; coverage is also needed Monday through Friday from 0800 to 1000 hours and from 1400 to 1700 hours to respond to Sponsor needs. All other days, Federal holidays, and hours are considered non-prime time business hours, during which service shall be provided through on-call support. The Government Task Manager and Sponsor s Front Office have the authority to initiate on-site on-call support during non-prime time hours for service requests categorized as critical.
1.(Mandatory) Demonstrated experience with security-controlled systems, software, and data architecture. 2.(Mandatory) Demonstrated experience with Assessment and Authorization (A&A) processes to accredit security-controlled systems. 3.(Mandatory) Demonstrated experience with Amazon Web Services Cloud Engineering, Development and Administration. 4.(Mandatory) Demonstrated experience designing, building, and maintaining data intensive applications and architecture. 5.(Mandatory) Demonstrated software development experience, including C#, C++, Python, and other system and application programming languages. 6.(Mandatory) Demonstrated experience with designing, developing, and maintaining web applications utilizing Javascript, Javascript frameworks (such as React, VueJs or Angular), HTML5, CSS and CSS frameworks (such as Bootstrap or Tailwind). 7.(Mandatory) Demonstrated experience with development technologies including Git, Gitlab, and Docker supporting continuous integration and delivery of web applications and microservices. 8.(Mandatory) Demonstrated software scripting experience, including Python, BASH and PowerShell. 9.(Mandatory) Demonstrated database programming experience, to include Oracle and Microsoft SQL, PL/SQL scripts, and vendor APIs and XML and JSON data formats for Oracle Relational Database Management Systems (RDBMS). 10.(Mandatory) Demonstrated experience developing and maintaining complex web services for Linux and Windows servers. 11.(Mandatory) Demonstrated Experience with Lotus Notes software development including C/C++ APIs. 12.(Mandatory) Demonstrated experience handling sensitive data, exercising discretion and sound judgment, and achieving mission outcomes. 13.(Desired) Demonstrated experience with Sponsor s security-controlled systems, software, and data architecture. 14.(Desired) Demonstrated experience with Sponsor s legacy and next-generation messaging systems, including system protocols and APIs, along with message formats and schemas. 15.(Desired) Demonstrated experience with Sponsor s Assessment and Authorization (A&A) processes. 16.(Desired) Demonstrated experience as a data transfer officer with Sponsor s security-controlled systems. 17.(Desired) Demonstrated experience with IT Program Management and support.
