SME Oracle Project Accounting (PA) - Starry Associates

We are searching for a Mid-Level Oracle Federal Financial Functional Analyst with Oracle Project Accounting (PA) module experience. An ideal candidate will also have knowledge of the G-Invoicing initiative.

Starry Associates, Inc. is actively recruiting to support Hosting, Operations and Maintenance (HOM) services for HIGLAS. This effort includes developing and maintaining a secure and certified architecture to support e- Government initiatives; minimize the CMS security risk and enhance the protection of privacy and security of data; and improve the CMS' ability to accommodate the growing workload.

Summary:

Understands multiple and specific module configurations and integration with major functional areas. Translates customer requirements into a best fit within the application and develops processes and documentation that support the Software Development Life Cycle (SDLC). Contributes overall strategic vision and integrates a broad range of ideas regarding implementation and support. Provides expertise and sought as a resource for resolution of unique or complex support problems. Delivers accountabilities in accordance with approved SDLC processes.

SME knowledge of configuring, setting up and utilizing the functionality of the Oracle Project Accounting (PA) module is required.

Position Type:

Remote, prefer candidate able to occasionally attend onsite meetings in Baltimore MD or Windsor Mill MD.

Job Responsibilities:

• Serves as a top level technical or functional expert supporting one or more clients and unlimited user groups.
• Instructs users on use of new features/changes to the application.
• Performs highly specialized technical tasks associated with cutting-edge technologies.
• Works with user groups to solve business problems with available technology including hardware, software, databases, and peripherals.
• Follow up with the next level tech to make sure no ticket is left behind without a solution.
• Applies expert functional knowledge and experience to significant business projects or processes.
• Performs business development activities, including providing technical input to proposal efforts.
• Maintains current knowledge of relevant developments in area of expertise.
• Develops documents and executes Standard Operating Procedures (SOP).
• Reports problems which might affect total customer operation performance to customer's management and to direct manager.

Job Qualifications:

Requires ability to pass CMS background check and meet the residency requirement for having resided in the US at least (3) three out of the last (5) five years ​

Education:

BS or equivalent + 14 yrs. related experience, or MS + 12 yrs. related experience

Required experience:

• Oracle Federal Financials PA (Project Accounting), FV, GL, AP, AR, PO - at least 5 years. Project Accounting (PA) module knowledge is a must.
• Knowledge of Oracle SQL / PL-SQL - ability to write queries using TOAD
• Knowledge of HIGLAS is a bonus / preferred
• Knowledge of Oracle USSGL Accounting
• Knowledge of ServiceNow Tool.

Preferred experience:

• Experience in a Federal environment
• HIGLAS Knowledge / experience
