Summary:
This Personal Services Contractor (PSC) position is in the Bureau of Overseas Buildings Operations, Constructions and Security Management Directorate, Office of Security Management, Security Operation Division, Site Security Operations Branch (OBO/CSM/SM/SOD/SSO).
This is a Non-Status, Non-Permanent position. You do not acquire a competitive or excepted service status from this position.
Major Duties:
This position is located in the Bureau of Overseas Buildings Operations (OBO) the contractor performs the tasks and assignments that include, but are not limited to, the following:
Reviews assigned diplomatic construction projects to identify construction security needs to ensure the integrity of each CAA construction project.
Develops information and supporting justifications needed for the formulation and preparation of multi-year budget plan.
Develops project-specific Construction Security Plan (CSP), in accordance with the Security Environment Threat List (SETL).
- Determines staffing and deployment dates for Site Security Managers (SSMs), Cleared American Guards (CAGs), and Construction Surveillance Technicians (CSTs), for assigned construction/renovation sites.

Qualifications:
Applicants must have 1 year of Specialized Experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying Specialized Experience must demonstrate the following:
- Experience reviewing assigned diplomatic construction projects to identify construction security needs to ensure the integrity of each CAA construction project.
- Experience developing information and supporting justifications needed for the formulation and preparation of multi-year budget plan.
- Experience developing a project-specific Construction Security Plan (CSP), a stand-alone plan to provide protection for CAAs during the construction/renovation phase of a project.
- Experience coordinating personnel deployment dates with proponents of assigned projects based on construction schedules, ensuring the timely deployment of SSMs, CAGs, and CSTs.
