Position Summary:
As the Ship Modernization Manager you will be responsible for managing the Planned Program and Fleet Modernization implementation for LCS/PC/MCM/ESB ships. You will be responsible for the coordination between business, technical, and vendor stakeholders, and ultimately responsible for ensuring that surface ship modernization is effectively managed through all phases of development and installation. You will interface with Commander Surface Fleet Atlantic (CNSL)Type Commander (TYCOM), Program Office, Ship Maintenance Teams, In Service Engineering Activities, Ships Program Managers, Participating Acquisition Resource Managers, SURFMEPP Detachment Engineers, Port Engineers, and Alteration Installation Teams to facilitate ship specific modernization program reviews. We are actively recruiting candidates for this position for future work which is expected to start in March 2025.

Clearance Requirements:
- Must be a US citizen with the ability to obtain/maintain a DoD Secret security clearance and Common Access Card (CAC)
Essential Functions and Responsibilities:
- Provide assistance in reviewing final Ship Change Document (SCD)/Alteration completion data to provide analysis of initial Benefit-Cost Analysis (BCA) and final Return on Investment (ROI) projections.
- Review and provide input to Type Desk Assistant (TDA) on Availability Work Package (AWP) and other availabilities including Maintenance and Modernization Business Plan (MMBP) to ensure it accurately reflects all Planned, Program and Fleet Modernization jobs.
- Support the Force Type Desk Officer (TDO) in the oversight of the ship modernization program.
- Review and analyze the planning and executing of New and Growth repairs, modernization related requirements, and cross ship class alteration and modernization programs.
- Perform Modernization Manager Duties as assigned by the Fleet Maintenance Officer (N43) Type Desk Officers (TDOs) and Type Desk Managers (TDMs).
- Research and prepare A-540 LOAs and Changes made from Program Objective Memorandum (POM),Ships Availability Planning sheets, Fleet Modernization Maintenance Program TMP-11 report, Navy Data Environment (NDE) runs, Entitlement Process (EP) tracking.
- Refine and update the developed Modernization Tracker for assigned class ships.
- Participate in the monthly Strategic Integrated Scheduling Review (SISR) teleconference and provided TYCOM level feedback and guidance.
- Monitor execution of repairs and Fleet modernization during CNO Maintenance Availability (CMAV) and Phased Maintenance Availabilities (PMA).
- Participate in 3rd Party Planning (3PP) teleconference on planning process.
- Participate in Surface Ships' alteration priority chart.
- Attend monthly Class CMAV progress teleconference and provide status to CNSL N43 leadership.
- Participate in the weekly N43 Execution and Planning Tactical meetings as scheduled.
- Track and coordinate D-Alts (TYCOM ALTS), Mandatory Safety Alts (MSA), and Machinery Alts during CMAVs and Ship Repair Availabilities (SRA).
- Ensure outside activities conducting modernizations update ILS and EOSS/CSOSS.
- Coordinate Liaison Action Request (LARS).
- Ensure outside activities conducting modernization update Ship Installation Drawings (SID).
- Coordinate funding requirements with outside activities (i.e. Participating Acquisition Resource Managers)
- Request funding through Type Desk.
- Coordinate Strike Force Interoperability requirements with TYCOM Communications and Information Systems (N6).
- Ensure that deliverables and contracts are on time, are of high quality, contain few errors, and contain accurate information.
Required Education, Skills, and Experience:
- High School Diploma required, Associate degree preferred
- Ten years of experience shipboard work experience as military, civil service, or contractor supporting USN surface ship operation and/or maintenance.
- Proficient in verbal and written communication with senior Naval Officers and senior civilian leaders.
- Working knowledge of Surface Force Optimized Fleet Response Plan (OFRP) cycle and Surface ship maintenance availability requirements.
- Proficient with reading and writing Naval Messages, including use of CMP program
- Minimum of two years of experience working on staff at a ship maintenance activity
- Detailed knowledge and expertise of Naval administrative and correspondence policies, instructions and regulations required
Preferred Skills and Experience:
- Staff experience/SURFMEP/SURFLANT/TYCOM
- Excellent skills in verbal and written communication with senior Naval Officers and senior civilian leaders.
Physical Demands and Expectations:
- Travel will be required to support this task (up to 25% travel)
- Regular physical activity to include walking, climbing stairs, bending, stooping, reaching, lifting (up to 30 pounds), and standing; occasional prolonged sitting
- Ability to speak, read, hear and write, with or without assistance
- Ability to use phone and computer systems, copier, fax and other office equipment
