The Regional Training Manager performs a variety of complex Regional Training Management duties for the Spokane County Sheriff's Office [herein referred to as Agency] Training Division. Incumbent will be the primary decision-maker in organizing, facilitating, tracking, and overseeing regional training activities hosted by and scheduled at the Spokane County Sheriff's Office Training Division facility/Small Arms Range, including managing Agency Training Division staff, scheduling, course content, vendors, contractors, and instructors. Responsibilities will also include designing, tracking, monitoring, and compiling systems and reports on Agency in-service training and regional training activities, including course approval, advertisement, data tracking, certification, records compliance, cost/benefit analysis, and implementation. The Multi-Agency Accreditation Program Manager performs complex agency auditing duties and analytical work in a professional administrative manner to demonstrate that the Spokane County Sheriff's Office and contracted agencies' accreditation programs are in compliance with and adhere to standards established by the Washington Association of Sheriffs and Police Chiefs (WASPC). The Multi-Agency Accreditation Program Manager will need to read, interpret, and understand Revised Code of Washington (RCW) laws, Washington Administrative Code (WAC) regulations, as well as federal and court rules while auditing the Agency for compliance with accreditation standards. This role is primarily that of an in-house Agency auditor that works independently and in cooperation with Command Staff and upper management of the Spokane County Sheriff's Office. Primary duties for both roles of this position will include auditing the Agency for compliance with State law, Federal law, and associated accreditation standards, including auditing individual Agency units, divisions, and buildings for compliance, correcting any deficiencies, anticipating issues, and recommending solutions, as well as setting goals, policy changes, preventing legal liabilities, limiting financial losses, initiating additional training, and documenting changes in regards to compliance. The Regional Training & Multi-Agency Accreditation Program Manager is considered part of the management team, participating in Agency policy and goal setting, training coordination and evaluation, development and presentation of the Spokane County Sheriff's Office Training Division budget, and oversees the accreditation program for the Spokane County Sheriff's Office and contracted agencies. As part of this position, incumbent is required by WASPC to mentor and assess external agencies in Washington State; the Multi-Agency Accreditation Program Manager will conduct mock accreditation file reviews and on-site file reviews, determining if an agency meets accreditation standards and to ensure compliance with the external agency's internal policies and standards as reflected in WASPC, RCW, and WAC regulations; incumbent will mentor agencies to achieve accreditation through additional training and teaching. Multi-Agency Accreditation Program Manager Duties: Manage, oversee, maintain, and update Agency and contracted agency accreditation files regularly to verify files remain in compliance for accreditation; make adjustments and recommendations for changes, as needed. Stay current on all aspects of the accreditation process, to include monitoring of revised and proposed amendments to legal standards, meeting and exceeding industry best practices for accreditation, and recommending updates, changes, or modifications to internal policies and procedures to be reviewed and revised on a regularly scheduled basis. Identify policy issues, training needs, and internal deficiencies; make recommendations for policy change; verify proposed policy changes are compliant with accreditation standards, Criminal Justice Information Services (CJIS) security standards, WAC regulations, and other laws directly related to accreditation; provide training updates to Agency personnel, as needed. Review assessment criteria in collaboration with external accreditation program executives and WASPC to evaluate compliance with best-practice operational standards and develop improvement targets, if determined necessary. Conduct monthly reviews with Agency Training Division executive staff members to revise policy and procedure manuals and catalogs to ensure standard operating procedures are reliable, up-to-date, and meet all current WASPC standards, legislative mandates, and judicial rulings. As a WASPC mentor, coordinate with WASPC for external agency on-site assessments and inspections; prepare and submit required reports and evaluation results to WASPC; develop, manage, train, mentor, and implement operational plans to facilitate process improvements to external agencies in response to site audit. Manage and oversee reaccreditation for both the Spokane County Sheriff's Office and the Spokane Valley Police Department . Serve as a liaison between the Spokane County Sheriff's Office administration, other Agency employees, subject-matter experts, and external agencies in all accreditation efforts; regularly report to Agency Command Staff on accreditation compliance. Supervisory Responsibilities as Regional Training & Multi-Agency Accreditation Program Manager Manage and evaluate support staff within the Spokane County Sheriff's Office Training Division; conduct quarterly probationary staff reviews and annual staff reviews; identify job-related deficiencies and correct accordingly; verify staff are meeting the needs of the Agency. Head records keeping programs, policies, and systems for accreditation files of both internal agencies (the Spokane County Sheriff's Office and Spokane Valley Police Department) and regional training programs; ensure compliance and accreditation best-practice standards are being met; oversee maintenance of employee training files and records in accordance with applicable records retention schedules; supervise and maintain computer-based administrative records, all training records, and instructional records; lead implementation and maintenance of new software programs for user training; train Agency Training Division support staff, volunteers, and/or interns on proper records maintenance. PAID TIME OFF Spokane County Observed Holidays Up to 10 (ten) paid holidays are observed by Spokane County.
