About the Job
The County of Riverside Sheriff's Office is seeking to fill multiple Sheriff's Records Clerk I/II positions. This recruitment will be used to fill current and future vacancies throughout Riverside County.
Sheriff's Records Clerk I
The Sheriff's Records Clerk I perform a wide variety of specialized clerical support services to the Riverside County Sheriff's Department, which may include: interacting with incarcerated persons, criminal database verification, providing assistance to the public and other branches of law enforcement; performing other related duties as required. Incumbents will be required to develop an understanding of technical subject matter unique to the work and gather and inspect local, state, and federal criminal history; apply penal codes, rules, and regulations accordingly.
The Sheriff's Records Clerk series differs from the Sheriff's Records/ Warrants Assistant series by having a more limited scope of responsibility in matters pertaining to warrants than the latter and is assigned to geographical locations outside of the central Sheriff's Information Services Bureau location.
The Sheriff's Records Clerk I is a natural progression underfill for the Sheriff's Records Clerk II. Incumbents are eligible to promote to the Sheriff's Records Clerk II upon successful completion of their probationary period, which would include a satisfactory performance evaluation and any additional qualification requirements.
Sheriff's Records Clerk II
Sheriff's Records Clerk II is the journey-level classification. The Sheriff's Records Clerk II will be responsible for performing the most complex specialized clerical duties in support of Sheriff's station records processing. Incumbents are required to have a working knowledge and application of law enforcement codes, vocabulary, and procedures.
The Sheriff's Records Clerk II is distinguished from the Senior Sheriff's Records Clerk in that the latter is responsible for training and providing technical guidance to employees on performing complex specialized clerical work in the sheriff's records functions. The Sheriff's Records Clerk series differs from the Sheriff's Records/Warrants Assistant series by having a more limited scope of responsibility in matters pertaining to warrants than the latter and is assigned to geographical locations outside of the central Sheriff's Information Services Bureau location.

EXAMPLES OF ESSENTIAL DUTIES
Sheriff's Records Clerk I
• Compile data for, summarize and maintain a variety of statistical logs, reports, records, lists, and files.
• Perform detailed clerical work matching numbers, verifying names and numbers, filing confidential documents, and reviewing, compiling and matching lists.
• Process and research information on individuals to provide security clearances; process security and background clearances, inmate releases and infractions.
• Perform booking, subpoena, restraining order, criminal and traffic citation infractions, felony and misdemeanor warrant, and other criminal record processes.
• May schedule appointments and court appearances; notify other agencies of detainers or holds.
• Conduct record searches in a centralized law enforcement data base to assist with criminal and other investigations.
• Provide information and documents to law enforcement agencies, courts and attorneys, in accordance with legal requirements governing release of information.
• Evaluate images on video display screen for diagnostic quality and presence of artifacts; evaluate videotapes and computer-generated information for technical quality; take corrective action as indicated to ensure image quality.
Sheriff's Records Clerk II
• Maintain confidential criminal records related to law enforcement activity; operate, access and query multiple automated and manual criminal justice information systems and subsystems.
• Process a variety of criminal records that can include warrants, subpoenas, restraining orders, and criminal and traffic citations using the California Law Enforcement Telecommunication System (CLETS) and the National Crime Information Center (NCIC) database.
• Review warrants and other court and legal documents to verify that information is in accordance with applicable regulations, laws and procedures.
• Update information on the status of warrants, seals and purges records in compliance with court orders and state statutes, code citations, accidents, and other reports according to Uniform Crime Reporting standards.
• Research and compile data for subpoena compliance; provide information to other law enforcement agencies, courts, attorneys, and the public in accordance with legal requirements governing the release of criminal record information and crime and incident reports.
• May schedule appointments and court appearances; notify other agencies of detainers or holds.
• Conduct record searches in a centralized law enforcement databases to assist with criminal and other investigations.
MINIMUM QUALIFICATIONS
Sheriff's Records Clerk I
$17.28 - $24.80 Hourly
$2,995 - $4,298 Monthly
$35,949 - $51,587 Annually

$18.21 - $26.50 Hourly
$3,156 - $4,592 Monthly
$37,877 - $55,112 Annually
OPTION I
Experience: One year of experience as a Sheriff's Records Clerk I with the Riverside County
OPTION II
Education: Completion of 18 semester or 27 quarter units from an accredited college or university in secretarial sciences, office practices, business education, or a closely related field. (360 hours of training from a recognized occupation training program in secretarial science, business education, or a closely related field will satisfy the education requirement.)
OPTION III
Experience:One year of clerical experience.
All Options
Knowledge of:Basic functions and activities of a law enforcement agency; basic record keeping and accounting methods and procedures; computer operating systems; correct English usage, grammar, and rules of punctuation and spelling; standard and legal requirements on confidentiality and privacy.
Ability to:Access automated criminal justice information systems to enter, modify, and retrieve data into local, state, and national computer systems; work in a law enforcement environment; develop a working knowledge of departmental operations, procedures, and regulations; understand, interpret, and apply departmental policies, procedures, rules, laws, regulations, ordinances, functions, and processes applicable to the management of local, state, and federal law enforcement records; handle stressful situations with the public and cope with a variety of individuals who may be hostile, aggressive, irate, uncooperative, and/or emotionally disturbed; maintain effective working relationships with those contacted in the course of work.
Both Levels:
License: Possession of a valid California Driver's License may be required.
Must obtain CLETS certification within six months of employment.
Prior to appointment, must pass a background check, which includes a polygraph.
Special Requirements: Must possess sufficient typing skills to complete 35 net words per minute and be able to file both alphabetically and numerically.
Must be able to work all shifts, including evenings, nights, weekends, and holidays.
Environmental Conditions: Incumbents will be working in a general office environment which may require standing, sitting, talking, and listening for prolonged periods of time. Incumbents may be required to work mandatory overtime, rotating shifts, and holidays, and may work 10 or 12-hour shifts.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

CalPERS is governed by the Public Employees' Retirement Law. The Retirement Law is complex and subject to change. DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
