About the Job
The Riverside County Sheriff's Department has an opportunity for a Sheriff's Emergency Services Coordinator. The incumbent will be responsible for planning, developing, and coordinating multi-hazard emergency response and recovery activities in support of the Sheriff's Emergency Response Team, and will perform other related duties as required. This position will require travel throughout Riverside County and surrounding counties.

EXAMPLES OF ESSENTIAL DUTIES
• Plan, develop, and coordinate response to emergency or disaster conditions involving earthquakes, major fire/wildfires, hazardous materials, imminent/actual flooding, imminent/actual dam failures, and transportation networks.
• Develop and maintain program elements within the Sheriff's Department in accordance with federal and state requirements; review and evaluate local, state, and federal laws and regulations as they relate to disaster and emergency response program elements.
• Research, analyze, and develop emergency preparedness procedures and resources for all Sheriff Bureaus.
• Coordinate with and assist cities in developing emergency response plans; confer with various public and private agencies and officials in identifying human and material resource needs, and in formulating plans for resource mobilization during an emergency; participate in the management and support of designated Emergency Service Committees.
• Plan, maintain, and coordinate activation of the Sheriff's Department Operations Center (DOC) and equipment; conduct tests of telecommunications and other emergency operations equipment; develop and conduct training for designated DOC/EOC responders; act as DOC Manager during disaster conditions requiring activation of the DOC.
• Design and conduct emergency management exercises; provide instruction and guidance to exercise and event participants; evaluate effectiveness and efficiency of exercise and event responses.
• Compile documentation used for preparation of detailed reports and applications to state and federal emergency management agencies for reimbursement and financial assistance needed to recover from declared disasters; coordinate and provide support to Sheriff's Emergency Response Team.
• Receive training in specialized technical fields; develop and conduct in-service programs for emergency response personnel and present public education demonstrations in areas of expertise and/or certification; compile or prepare instructional materials for training and public education.
• Oversee and maintain the Department's Emergency Response Plan (ERP); coordinate with all stations, bureaus, jails, courts, and facilities for implementing and updating the Department's ERPs.
• Conduct disaster management training for elected officials, senior managers, and department employees.
• Serve as the point of contact and principle coordinator for the Department's implementation of the National Incident Management System (NIMS); coordinate and deliver NIMS training and compliance throughout the organization.
• Coordinate with local, state, and tribal agencies for developing periodic exercises of the Department's ERP; develop and coordinate ongoing public education program.
• Plan for special needs populations in the development of ERPs (to include, but not limited to, individuals with limited English language proficiency, individuals with disabilities, children, the elderly, etc.)
• Research and prepare grants and proposals related to emergency preparedness and hazard mitigation projects; monitor grant projects for appropriate implementation.
• Participate in the development and administration of the Department budget; submit budget recommendations and monitor expenditures.
MINIMUM QUALIFICATIONS
Option I
Education: Graduation from an accredited college or university with a bachelor's degree in public administration, emergency management, or a related field to the assignment. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education. The additional qualifying experience may be substituted for up to two years of the required education.)
Experience: Two years of experience in program or project management or administrative staff support for emergency operations that included planning, analyzing and solving problems of an organization, program, or system. (A master's degree from an accredited college or university in public administration, emergency management or a related field to the assignment may substitute for one year of the required experience.)
Option II
Education: A valid Certificate in Emergency Management issued by the International Association of Emergency Managers (IAM) or issued by the State of California Governor's Office of Emergency Services (Cal OES).
Experience:Six months of experience in program or project management or administrative staff support for emergency operations that included planning, analyzing and solving problems of an organization, program, or system.
Knowledge of: The principles of planning, developing, and coordinating emergency management services; the techniques of emergency response and recovery; interrelationships, responsibilities, goals, and functions of local, state, and federal government in planning and implementing emergency services; emergency communications and computer systems and applications; techniques of training and public speaking; public relations.
Ability to:Anticipate, analyze, and evaluate potential disaster problems; understand and apply local, state, and federal rules, regulations, and directives governing disaster/emergency preparedness; establish and maintain effective working relationships with a variety of agencies, organizations, and individuals; elicit the cooperation and support of county and city personnel, and volunteers; prepare comprehensive reports and plans involving detail and coordination; communicate effectively in verbal and written form.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
