General Purpose:
Works Independently and performs a variety of journey line worker level technical duties related to new and existing equipment installation and maintenance. Also, coordinates the line work with pre-qualified contractors for the installation of conduit, cable and other equipment relating to new development installations on the electrical distribution system. Must have experience working on all aspects relating to high voltage power distribution and transmission systems.
Supervision Received:
Works under the general supervision of the Power Director & Assistant Power Director.
Supervision Exercised:
Provides general supervision to pre-qualified contractors as required for installation of new system additions. May also include supervision to other Journey and Apprentice Power Lineman, Groundsman and other assigned crew members on an as needed basis.
Essential Functions:
Energizes new high voltage cable systems, transformers and services on the system. Sets new meters (single phase, three phase, solar). Conducts periodic field trench and system installation inspections of new systems and equipment installed by contractors to make sure they are in compliance with City Construction Standards and NESC code compliance. Tests new wire installations. Must have the ability to troubleshoot service and other problems as they occur on the system. This position interfaces with new and existing customers therefore good customer service skills are essential. Performs permanent power and temporary power connections.
Conducts general technical analysis of functions and operations as needed to anticipate and prevent line problems; makes recommendations for line specifications on new construction and circuit enhancements; prepares routine reports of activities; uses various equipment, tools and vehicles in maintaining an electrical distribution system to assure against loss of service.
Responds to emergency calls, resolves power problems and restores power outages; makes connections and disconnections for customers; informs public of pending outages due to repair; repairs street lights, trims trees and removes other line obstructions; explains problems to public; requests cooperation during repair; uses various technical tools including crimpers, hot sticks, cutters, body belts, bucket truck, wire pullers etc.
Duties include but are not limited to the construction, installation, maintenance and repair of substations, and circuits for overhead and underground power lines; digs trenches and lays pipe for underground lines. May assist in the building of new substations and maintenance of existing substations.
Performs connecting, installing, maintaining and repairing of energized overhead and underground power services, distribution and transmission lines, operates line trucks, line working apparatus and heavy equipment, digs pole holes and trenches, sets and frames poles, climbs poles, descends into vaults or trenches, strings lines, splices and sags wire on live or dead circuits, connects or disconnects transformers, cutouts, meters and guide wires, changes insulators on high voltage lines and taps into transmission lines; make URD splicing and terminations, locates damaged lines and poles, troubleshoots power distribution equipment to determine problems; splices cables, repairs, sets and terminates transformers, conducts voltage and amperage checks and system tests, replaces fixtures in cross arms, hangs insulators, replaces and repairs fuses, grounds, etc.
Assists to maintain inventory of instruments, meters, transformers, and related equipment, materials and supplies. Tests personal protective equipment used in high voltage work, including rubber gloves etc.
Performs a variety of maintenance testing, calibration and repair on electrical instruments including single phase, wait hour and demand meters, recording volt and amp meters, transformers, etc.., used in electrical utility programs for testing equipment; tests and maintains equipment, determines cause of equipment malfunction.
Performs miscellaneous duties affecting the overall delivery and quality of power services; including line locations for underground system; pulls wire; completes terminations and performs shut-offs, utilizes rubber gloving methods; prepares rigging for poles; assists with electrical inspections, responds to power outages, performs infrared imaging to locate temperate hot-spots.
Conducts safety meetings, performs tree trimming, operates backhoe, boom trucks, dump truck, etc.
performs other related duties as required.
Minimum Qualifications:
1. Education and Experience:
a. Graduation from high school, plus four (4) years of specialized training provided through vocational college or professionally sponsored certificate programs;
AND
b. Four (4) years of experience performing above and related duties;
OR
c. An equivalent combination of education and experience.
2. Knowledge, skills and abilities:
Considerable knowledge of general electrical systems principles and practices; legal & code requirements associated with power utility projects, construction and maintenance; modern methods, principles and practices of power transmission and distribution; operation of meters, gauges and instruments associated with electricity and electric power distribution; metering equipment maintenance; equipment and materials used in construction and maintenance operations; current codes, standards, safety practices and principles involved in power utility crimpers, hot sticks, cutters, body belts, bucket truck, line truck, wire pullers, etc. Ability to keep operating records and prepare reports, establish and maintain effective working relationships with employees, other agencies and the public.
3. Special Qualifications:
Must be a certified journeyman power lineman.
Must possess a valid Utah Drivers Commercial Drivers License (CDL)
Must maintain annual continuing education requirements related to licenses and certifications.
Must be CPR certified.
Must be willing to accept on-call assignments.
4. Work Environment:
Incumbents of the position perform normally in an outdoor physical environment. Tasks require a variety of physical activities involving muscular strain, related to walking, standing, stooping, sitting, reaching and lifting (75 lbs). Essential functions require talking, hearing and seeing. Common and complex eye, hand and finger dexterity. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and creative problem solving. Daily travel required in the normal course of job performance. Regular exposure to changing weather conditions and hazards common to high voltage power systems.
