Position Summary
The Senior Youth HIV Technical Advisor will primarily support the Office of HIV/AIDS (OHA) Priority Populations, Integration and Rights (PPIR) as a Credence Institutional Support Contractor (ISC). In this role, the selected candidate will be responsible for: a) serving as an expert advisor and technical authority on complex and precedent-setting policy and program issues, b) developing policies, strategies, and plans for youth and HIV/AIDS programs/projects for agency-wide application; c) providing implementation support to USAID missions in PEPFAR countries on planning, development, implementation, and monitoring and evaluation of HIV programming to increase the uptake of HIV prevention and treatment related services among young people, especially adolescent girls and young women (AGYW) and young men, incorporating a positive youth development (PYD) lens to maximize outcomes across the HIV cascade; d) working effectively across the Office of HIV/AIDS executing OHA and PEPFAR’s strategy for youth and working in support of the USAID Youth in Development Policy and programs to promote cross-sectoral collaboration and synergies; e) collaborating with other US government (USG) agencies, donors and multilateral agencies on youth activities, as appropriate.
Salary Range
Full salary range for this position is $137,280 to $204,000 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.
Responsibilities include, but are not limited to the duties listed below
- Serve as an expert advisor and technical authority on complex and precedent-setting policy and program issues. Develop policies, strategies, and plans for youth and HIV/AIDS programs/projects for agency-wide application.
- Provide implementation support to USAID missions in PEPFAR countries on HIV programming to increase the uptake of HIV prevention and treatment related services among young people, especially adolescent girls and young women (AGYW) and young men, incorporating a positive youth development (PYD) lens to maximize outcomes across the HIV cascade and in line with PEPFAR’s sustainability planning.
- Provide technical implementation support for HIV prevention, testing, linkage, retention, and adherence services for youth reflecting scientific evidence and best practices, including PYD approaches. Provides technical expertise and leadership to increase the provision and utilization of youth-focused and youth-responsive services, particularly for those most-at-risk for HIV infection, including marginalized and harder to reach populations.
- Support program design and implementation, including innovative opportunities, to strengthen the HIV prevention, case finding, and treatment services as they relate to youth, including key elements such as: cross-sectoral programming; partnership opportunities, etc.
- Facilitate programmatic linkages between technical domains working with youth, including OVC, pediatric and maternal health, adult treatment, key populations, and Determined, Resilient, Empowered, AIDS-Free, and Mentored (DREAMS) programming.
- Review and analyze key PEPFAR indicators and other data and ensure the appropriate use of data to inform and modify program implementation for young people. Utilize PEPFAR indicators, particularly those related to HIV prevention, testing, linkage, retention, and adherence, and other data to monitor global and individual country trends, successes, and challenges in meeting the HIV-related needs of young people.
- Serves as a Senior Technical Advisor for USAID, and in collaboration with the Department of State/Bureau of Global Health Security and Diplomacy for headquarters-related activities, participating in quarterly and annual country program reviews and/or Implementation Subject Matter Expert teams. Serve as co-chair and/or member of PEPFAR interagency technical working groups focused on Youth and/or DREAMS. Participate in the development of technical guidance to advance the science supporting youth programs and ensure that implementers have access to relevant best practices and performance data, with a primary focus on HIV prevention programming for youth, especially AGYW.
- Provide technical support on youth programming for the development and finalization of USAID mission HIV strategies and PEPFAR Country Operational Plans. Maintain knowledge and support USAID headquarters and Mission staff to ensure youth programming remains in accordance with Agency and PEPFAR policies, regulations, and technical considerations.
- Support and advocate for the meaningful engagement of youth in program assessment, design, implementation, monitoring, and evaluation. Propose new opportunities for meaningful engagement of youth across PEPFAR activities including, but not limited to, the PEPFAR Youth Initiative and DREAMS programming.
- Serve as a technical liaison between (and across) USAID, US government agencies, and other global partners including multi-lateral agencies, private sector partners, other donors, and the non-governmental/faith-based community.
Education, Requirements and Qualifications
- Master’s and 10 years, Bachelor’s and 12 years, Associate’s and 14 years, or High School and 16 years of professional experience
- US citizenship or U.S. permanent residency with the ability to obtain and maintain Facility Access Clearance is required. If Permanent Resident, you must have been in the US for 3 out of the past 5 years.
- Minimum seven years’ relevant experience in designing, managing, implementing, and/or evaluating programs targeting youth populations with at least three years’ experience in international/resource-poor setting.
- Excellent understanding of youth issues in the context of HIV/AIDS , with mastery of current and emerging knowledge on youth, and HIV,
- Familiarity with multi-sectoral approaches to youth development and youth participation.
- Strong data analysis and use skills, comfort with accessing program data to review progress and make recommendations.
- Strong professional networks in youth programs and research.
- Strong leadership skills and the ability to play an advisory role with credibility.
- Demonstrated flexibility and openness in responding to changing work priorities and environment.
- Excellent oral and written communication skills; presentation experience to high-level audiences (policy makers, program managers, donors) is highly desirable.
- Excellent interpersonal skills with ability to work in teams and working groups.
- Highly self-motivated, action-oriented and committed to productive and efficient working methods.
- Foreign language fluency highly desirable.
- Strong computer skills including Google Workspace and Microsoft PowerPoint, Excel, and Word
- Ability and willingness to travel domestically and internationally up to 3-4 times a year
