SALARY RANGE: $270,000 - $300,000 Base Pay + Incentive
PURPOSE:
The Senior Vice President (SVP) and Director of the Oak Ridge Institute for Science and Education (ORISE) is responsible for the overall principal business direction of the work under this contract. The SVP/ORISE Director provides decisive and impactful leadership for Oak Ridge Associated Universities (ORAU) employees, fostering collaboration, accountability, and motivation to achieve success in this work. This position develops, implements, and is accountable for strategies that enable the sustained growth of the ORISE contract consistent with the contract’s Performance Work Statement (PWS), the guidance of the Department of Energy (DOE) ORNL Site Office (DOE OSO), and the direction of the DOE Office of Science (DOE SC). The SVP/ORISE Director aligns programmatic work and associated objectives with ORAU’s strategic business objectives and shares responsibility with the ORAU President & CEO for the management of the ORISE contract by leveraging the ORAU Contractor Assurance System.
Responsibilities:- Develops and implements the strategic direction and vision for the ORISE contract. Ensures program alignment with all applicable DOE orders and implements overall guidance from DOE SC and OSO.
- Makes sound operational decisions to address organizational issues that demonstrate decisiveness, resolve, and accountability and are in the mutual interests of the ORISE contract and ORAU.
- In partnership with the President & CEO and the ORAU Board of Directors fosters the trust and confidence of DOE in ORAU’s management of the ORISE contract through effective use of ORAU’s Contractor Assurance System.
- Aligns programmatic work and associated objectives with ORAU’s strategic business objectives.
- Energizes employees working under the ORISE contract by effectively communicating the aligned ORAU and ORISE vision, its strategic direction, and clearly linking these strategic concepts to individual employee job functions. Secures the commitment of internal and external stakeholders to the organization’s mission, vision, and values.
- Builds trusting relationships with employees, customers, and key stakeholders to enhance loyalty and influence, and to advance ORAU’s business culture and reputation.
- Builds program talent by assessing talent gaps, establishing systems to recruit and retain talent across the organization, and creating strong succession plans to invigorate the talent pipeline.
Master’s or other graduate degree in business management, science, human resources or related discipline and more than 10 years’ job-related experience required. An equivalent combination of education and experience requiring similar knowledge, skills, abilities, and performing duties as described may be substituted for the minimum requirements.
- Must have leadership skills and abilities commensurate with position.
- Should have a broad range of experience regarding the activities of federal agencies with a scientific mission, such as the DOE, the National Nuclear Security Administration (NNSA), Department of Defense (DoD), and DOE’s National Laboratories. This experience is necessary to communicate effectively with stakeholders and management staff.
- Must be well rounded and experienced in collaborating with business functions that support the ORISE contract to include areas such as: finance & accounting, human resources, quality management, safety & security, business development, communication and marketing, information technology systems, risk management, contract administration, procurement, and facility management.
- Must have excellent relationship-building, interpersonal, and influence skills with both employees and customers. Must have experience managing high functioning teams. Demonstrated experience as a highly collaborative and effective leader is required.
Must have the skills and abilities to be able to:
- Establish a program-specific strategic direction for the work under the ORISE contract and communicate a compelling programmatic vision that sets short- and long-term goals for its achievement.
- Drive organizational and cultural change to achieve the ORISE contract’s vision and goals by introducing new approaches and overcoming resistance to change.
- Create and exert influence with both internal and external stakeholders that garners their commitment to and accountability for pursuing the strategic direction for both ORAU and the work under the ORISE contract.
- Generate alternatives to take advantage of strategic or operational opportunities. This includes developing decision criteria that prioritize the highest potential business outcomes and most critical customer needs.
- Proactively confront difficult issues and initiate bold action to resolve said issues while accepting accountability and responsibility for both the issues and related actions taken.
- Collaborate to reach outcomes that derive mutual benefit for impacted programs and serves the overall interest of ORAU.
- Must be able to obtain and maintain a DOE Q clearance.
*The candidate’s starting salary will be determined upon hire and ORAU will use salary survey data, internal comparators, and the candidate’s qualifications to determine salary.
