The primary role is to serve as a liaison between the Department of Defense Cyber Crime Center (DC3) and the National Cyber Investigative Joint Task Force (NCIJTF) to coordinate the development of programs aimed at increasing the sharing of information.This position is located at the NCIJTF in Chantilly, VA and there will be occasional travel to DC3 in Linthicum, MD to facilitate the key responsibilities of this role. Noblis is looking for a candidate that is able to quickly gain a deep understanding of DC3’s technical and analytical requirements, particularly regarding requirements to integrate specific capabilities with the NCIJTF. This will require the ideal candidate to facilitate the communication, coordination, and integration of these IT initiatives between DC3 and NCIJTF on a routine basis. This includes overseeing and managing the integration of technical systems and ensuring alignment with NCIJTF’s technical and analytical requirements. Candidates with a background in data science, cloud technologies (preferably AWS), big data technologies (Hadoop and Spark) as well as system integration, are highly sought after for this position.
Responsibilities include:
- Technical liaison: Lead technical liaison activities between DC3 and NCIJTF to facilitate communication and collaboration on various initiatives.
- System Integration Management: Oversee the integration of technical systems, ensuring alignment with DC3’s requirements, including familiarity with unclassified and secret systems.
- Tool Expertise: Utilize metrics tools, analytics platforms, and AI technologies, with experience in large-scale IT systems and understanding of end-user use cases.
- System Architecture Design: Design and manage system architectures that meet mission-critical needs while integrating robust cybersecurity principles.
- Cloud Expertise: Provide expertise in cloud environments, preferably AWS, ensuring effective integration and management of systems.
- Big Data Management: Lead initiatives focused on big data technologies, ensuring scalability, security, and efficiency.
- Collaboration: Work closely with technical and management teams to meet objectives and resolve challenges.
- Reporting & Documentation: Develop technical reports and documentation related to system integration and management.
- Must have an active TS/SCI security clearance.
- Bachelor's Degree and 8 years of relevant experience OR Master's Degree and 6 years of relevant experience OR Associate's Degree and 11 years of relevant experience.
- Strong experience in data science, systems engineering, or systems integration, with a proven ability to handle complex technical projects.
- Proficient in cloud environments, particularly AWS.
- Practical experience managing big data solutions, particularly in high-volume analytics and data processing environments. Familiarity with specific tools such as Hadoop, Spark, and Apache Kafka.
- Expertise in metrics tools (e.g., Google Analytics, Tableau), analytics platforms (e.g., SAS, Power BI), and AI tools (e.g., TensorFlow, PyTorch) within classified and unclassified systems.
- Master’s degree and 10 years of relevant experience.
- Possess one or more of the following cloud certifications to include AWS Certified Solutions Architect, AWS Certified Big Data-Specialty, Cloudera Certified Professional, CCSP.
- Certifications in systems engineering or cybersecurity (e.g., INCOSE, CISSP).
- Strong project management and leadership abilities with professional program/project management certification.
- Excellent communication skills with the ability to convey complex technical details to non-technical stakeholders.
- Understanding of the NCIJTF and DC3’s operational missions and objectives.
- Experience leading technical cyber teams involving computer network exploitation or digital forensics technology.
- Self-motivated with the ability to work independently and in a team environment.
- Flexibility to adapt to changing situations.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
