Salary Range: $120K-$150K per year
Job Description:
The Senior Subject Matter Lead forSatellite Services will lead new business capture and contract operations for Weather and Climate contracts procured through the ProTech Satellite 2.0 contract vehicle. This position will be an integral part of the IBSS Executive Leadership Team and report directly to the IBSS Vice President of Science. The Program Manager of Satellite Services is expected to lead business growth and run large successful programs for the federal government in science agencies in the areas of Weather & Climate. Will collaborate with the leadership team and must exhibit exceptional communication and customer interaction skills.
This detailed breakdown covers some, but not all the essential aspects of the position:

Supporting business development by identification, qualification, and creation of opportunities

Develop strategic relationships with decision-makers in federal agencies including NOAA, NASA, EPA, USACE, FAA, USAF Space Command, etc.

Lead capture management efforts for opportunities within the business domain to include opportunity identification, contact plan development and implementation, competitive assessment, and strategic positioning.

Develop and execute a Customer/ Client Call Plan resulting in a Contract Award, inclusive of defining a Value Proposition based on capabilities and in response to client needs, market trends, and the competitive environment.

Coordinate with business development on strategic partnering opportunities.

Participate in proposal efforts for new business in the Weather, Climate, and Satellite domains including solution development, content development, reviews, and pricing.

Lead efforts to reach out to incumbent key personnel for strategic opportunities.

Provide supervision, management, and technical direction of program personnel.

Mentor junior staff to grow leadership and technical skills.

Responsible for technical, contractual, administrative, and financial aspects of program performance.

Responsible for tracking and overseeing successful on-time delivery of contractual deliverables.

Collaborate with IBSS PMO to provide program quality oversight, and reporting, and implement corporate processes in program execution.

Adhering to and enforcing the IBSS Quality Management standards and policies. Also, providing input to improve and streamline IBSS Quality Management and Service Delivery processes.

Work directly with the Contracting Officer Representative (COR) and the Contract Officer (CO) in the execution of contract obligations.

Be an active participant in business strategy development and corporate decision-making.

Collaboratively work across business functions (HR, Finance, Contracts, PMO, IT) to ensure quality Service Delivery, integrate corporate resources, and resolve issues.

Support IBSS's wellbeing initiatives and career development of direct reports/team.

Other relevant duties, tasks, and responsibilities as they may be assigned by your manager
Requirements:

Work experience in a federal scientific environment such as NOAA or NASA

Undergraduate or advanced degree in meteorology, astronomy, environmental sciences, atmospheric sciences, or related field

Minimum 7 years of experience with client engagement and business development
