This position is responsible for ensuring that the company’s procurement activities (including but not limited to managing the development of subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services under a government, commercial, or international contract(s)) comply with all applicable laws, regulations and internal policies. This role involves overseeing compliance programs, conducting audits, and leading initiates to improve procurement processes and reduce risks. Collaborates with the contract administration and purchasing departments to develop subcontract policies and procedures. Advises management regarding subcontracts risks, and coordinates internal and external audits. Objectives may be accomplished through subordinate management and/or professional staff. May be responsible for decisions that have an extended and significant impact on outcomes across the company.
DUTIES AND RESPONSIBILITIES:
+ Provide guidance and training to procurement staff on compliance issues and best practices relating to government, commercial and international subcontracts.
+ Develop, implement and manage comprehensive procurement compliance programs and policies. Manage subcontract policies and procedures to ensure efficiency and compliance with appropriate laws and regulations while meeting company objectives. Recommend modifications to operating policies as needed.
+ Conduct regular audits and assessments of procurement activities to ensure compliance with legal, regulatory and internal standards.
+ Monitor and analyze changes in laws, regulations, and industry standards related to procurement and supply chain management.
+ Review and approve subcontracts to ensure they meet compliance requirements and company standards.
+ Investigate and resolve compliance issues, working with the law department, government compliance, and other functional teams as needed.
+ Maintain detailed records of compliance activities and audits.
+ Manage work assignments and provide direction to staff while ensuring compliance processes meet assigned timelines.
+ Review confidentiality agreements, license agreements and other documentation for conformance to business objectives, company policies, economic conditions, and for compliance to laws and government regulations.
+ Collaborate with internal stakeholders to ensure seamless integration of compliance requirements into procurement processes.
+ Develop and implement strategies to improve procurement efficiency and reduce compliance risks.
+ Prepare and present reports on compliance activities and findings to executive leadership.
+ Manage the planning, attraction, selection, retention, and development of human resources to ensure the availability of the required management and professional talent.
+ Maintain the strict confidentiality of sensitive information.
+ Responsible for ensuring all laws, regulations and other applicable obligations are observed wherever and whenever business is conducted on behalf of the company. Responsible for ensuring work is accomplished in a safe manner in accordance with established operating procedures and practices.
+ Other duties as assigned or required.

Job Qualifications:
+ Typically requires a Bachelors degree in business, law, or a related field and thirteen or more years of progressively complex experience in contracts/subcontracts with at least seven of those years managing contracts/subcontracts processes and personnel. May substitute equivalent experience in lieu of education.
+ Demonstrates detailed and extensive technical expertise and application of government/commercial/international contract administration principles, concepts, and practices as well as comprehensive contract/subcontract management, leadership and team management skills.
+ Must have a thorough understanding of applicable laws and regulations including Federal Acquisition Regulations (FAR), FAR supplements and the Uniform Commercial Code (UCC).
+ Excellent analytical, problem-solving and decision-making skills.
+ Must possess the ability to resolve unusually complex management and technical problems while serving as spokesperson on assigned projects and/or programs.
+ Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives.
+ Must be able to work on a self-initiated basis and in a team environment, and able to work extended hours and travel as required
+ Proficient in Microsoft Office Suite and SAP.
+ Certification in procurement or compliance (e.g. CIPS, CPCM) is highly preferred.
