Title: Senior Staffing Specialist
Duration: 1 Year +
Location: Washington, DC or Herndon, VA (initially Remote)
Task Description:
As a senior staffing specialist, you will perform highly technical internal/external staffing, recruitment, and placement duties for various positions in the competitive service; provide strategic consultative advice on recruitment strategies, hiring authorities, and incentive programs; respond to inquiries for Human Resources (HR) guidance, assistance, and service; advise and solve issues on compensation; analyze legal, regulatory, and/or policy issuances received for impact on HR programs. You will develop workforce analysis and planning; perform staffing needs analysis and develop job analysis rating criteria and materials; work with hiring managers to determine requirements and recruitment approaches; determine eligibility and adjudicate qualifications and veteran's preference; maintain applicant registers and automated systems in support of staffing records management, personnel management, and database accountability. Work also includes researching regulations and directives as well as resolving complex and/or controversial HR issues; serving as a strategic partner to managers & supervisors; using independent judgment to make sound decisions that affect recruitment and placement programs; independently overseeing HR programs and service lines that include the following responsibilities: developing vacancy announcements, determining qualifications and eligibility, issuing referral lists/certificates, developing full job analysis and other rating/ranking factors, etc.; meeting established deadlines (such as established Time to Hire guidelines). You will participate in special assignments in staffing areas such as delegated examining audits and/or data cleanup efforts. This role is responsible for Preparing and presenting reports and briefings on assigned organization/unit status and/or recommended actions to appropriate individuals. You will perform work in a team environment with an assigned area of responsibility and oversee the work of one or more junior specialist and/or assistants.
Required skills/Level of Experience:
8+ years of Federal HR experience which may include the following: Pay, Personnel Actions, Benefits, Recruitment, placement, and/or staffing. This experience must include:
3+ years of operational staffing experience completing job analyses in coordination with hiring managers, posting job announcements, performing qualifications adjudications, and issuing selection certificates
Experience staffing for scientific positions and mission critical roles for the Weather Service and Fisheries at DoC
Active DEU certification
Experience with and/or knowledge of recruitment systems such as USAStaffing, Monster Government Solutions, CHRIS or other staffing tools and Applicant Tracking Systems
Advanced use and proficiency with OPM's Qualification Standards
Demonstrated ability to manage high volumes of HR transactions to standard/against SLAs
Experience interpreting HR regulations and policies to provide guidance to customers; ability to apply and interpret Federal HR laws, policies, and agency-specific operating procedures
Proficiency in the use of Microsoft Office Suite (Word, Excel, PowerPoint) and technology-based collaboration tools (WebEx, SLACK, MS Teams, SharePoint, Box)
Customer Service—Experience working with clients and customers to assess needs, provide information or assistance, resolve problems, and/or satisfy expectations
Oral and Written Communication—Must be able to express information to individuals or groups effectively by speech and written form in a clear, concise, organized, and convincing manner; makes clear and convincing oral presentations; listens effectively; clarifies information as needed
Problem Solving—Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations
Leadership—Assign work and ensure work is compliant; influence, motivate, and challenge others; able to adapt leadership style to a variety of situations
