SUMMARY
Community Programs is a division under the Los Angeles County Department of Health Services (DHS). Community Programs’ mission is to improve the health and wellbeing of vulnerable populations by providing housing and intensive care management services to people experiencing homelessness or being diverted from the criminal justice system. In addition to other responsibilities this position will have a lead role in overseeing the tracking, reporting, quality assurance, and billing efforts for CalAIM, a Medi-Cal waiver program. They will be supported by data scientists, project managers and work closely with Community Programs operational leadership and other County CalAIM stakeholders, including Medi-Cal Managed Care Health Plans.
ESSENTIAL FUNCTIONS
- Management and Oversight of CalAIM Community Supports
- Works with Community Programs leadership to maximize funding from CalAIM for housing supportive services, including overseeing application, certification, and eventually claiming from CalAIM Community Supports programs and helping secure funding from the CalAIM Incentive Payment Program (IPP), Providing Access and Transforming health (PATH) programs, and the Housing and Homelessness Incentive Program (HHIP), as necessary
- Works with the CalAIM Director, manages all CalAIM Community Supports claiming and reporting, including working with operational leadership to ensure documentation and the CalAIM data science team to develop operational dashboards to support performance improvement and to develop and submit claims and reports
- Plans, organizes, supervises, manages, and evaluates complex workstreams
- Creates workplans designed to accomplish near- and long-term goals and ensures work is prioritized appropriately and that all deadlines are met, working in partnership with project management support.

- Reporting and Analysis
- Ensures regular reporting occurs within specified deadlines
- Oversees all claims and reporting workstreams, including the development, implementation, quality assurance, and maintenance of claims, reports, dashboards and analysis tools
- Oversees special projects and assignments, such as ad-hoc department reporting and program analyses related to CalAIM
- Works with the CalAIM data science team to ensures that processes and procedures used for all reporting and analyses are mapped and rigorously documented
- Helps refine program management practices through the creation of new reporting and analytical tools
- Project Management
- Convenes and facilitates discussions with stakeholders to design and implement tools and reports
- Oversees the design, development, implementation and maintenance of reports, dashboards and analysis tools

- Provides regular analyses of the impact of changes in management practices and policies

JOB QUALIFICATIONS
The ideal candidate has experience leading multidisciplinary teams and overseeing development, implementation, and maintenance of complex, dynamic processes with the Medicaid or CalAIM space. They are a seasoned and effective facilitative leader who builds strong relationships across a wide variety of stakeholders. They have experience generating claims and reports for health plans, as well as general performance improvement experience, data management experience, comfort with a variety of analytical tools, and familiarity with claims processing.
Education/Experience
- Five (5) or more years of highly complex administrative or supervisory experience in the health, housing, social services or related sector.
Additional Skills, Knowledge or Experience
- Familiar with local community programs serving individuals who are experiencing homelessness or who are justice-involved.
- Knowledge of Medi-Cal policies and payment practices and current and past initiatives focused on healthcare delivery system improvement.
- Strong organizational, analytical, interpersonal and leadership skills to help drive performance and success.
- Effective project planning, management and monitoring skills with the ability to direct and motivate team members to achieve goals.
- Experience using data to inform quality improvement.
- Excellent written and verbal communication skills.
- Experience supervising team members.
Certificates/Licenses/Clearances
- Successful clearing through the Live Scan process with the County of Los Angeles.
- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
