The Riverside County Regional Parks and Open Space District have an opportunity for a Senior Safety Planner/Inspector to join the team.
The Sr Safety Planner/Inspector responsibilities include the development and implementation of a long-range planning program and an annual facilities maintenance contract program to include prioritizing and scheduling projects. The incumbent will ensure safety inspections are being completed on a schedule within District properties including tree and weed abatement, construction projects, aquatics, playground and shelter structures, fire suppression systems, routine campground hazard inspections, ADA compliance, site security, herbicide storage compliance, hazardous waste (oil) storage and disposal compliance, and trail safety and signage . Additionally, the Sr Safety Planner/Inspector will plan and coordinate routine and preventative maintenance and review plans for the recognition and coordination of issues relating to California Environmental Quality Act (CEQA) Mitigation Monitoring & Reporting Program (MMRP).
The District desires candidates that have a background in tree hazard training, weed abatement with the ability to create a schedule of preventative maintenance. Those with experience in Multiple Species Habitat Conservation Plan (MSHCP), Santa Ana River National Pollutant Discharge Elimination System (NPDES), California Environmental Quality Act (CEQA) Mitigation Monitoring & Reporting Program (MMRP) and GIS mapping are highly preferred.

EXAMPLES OF ESSENTIAL DUTIES
- Reviews work requests to establish priorities and to determine if work is to be performed by county staff or if the work is specialized and requires services to be contracted.
- Assigns, supervises, and reviews the work of technical staff; orders sketches or plans, and prepares specifications.
- Prepares plans for routine and preventative maintenance and inspection work within District properties, including but not limited to tree trimming/pruning, removal, and replanting; water treatment, testing and storage facilities; playground and shelter structures; fire suppression systems, routine campground hazard inspections, ADA compliance, site security and security camera functionality and storage, chemical and pesticide/herbicide storage compliance, hazardous waste (oil) storage and disposal compliance, and trail safety and signage compliance.
- Coordinates Annual Training Refreshers for Tree Hazard Training and monthly tree inspection compliance with site supervisors.
- Reviews plans and specifications submitted by contractors on routine projects for compliance with County standards and acceptable engineering practices; conducts on-site inspections of routine maintenance and construction projects in order to ensure compliance with contract, plans, specifications and standards.
- Submits annual reporting requirements for Multiple Species Habitat Conservation Plan (MSHCP) and Santa Ana River National Pollutant Discharge Elimination System (NPDES)
- Conducts on-site inspections of construction projects in order to ensure compliance with California Environmental Quality Act (CEQA) Mitigation Monitoring & Reporting Program (MMRP).
- Assists Construction Architect/Engineers in monitoring construction management and inspection efforts of A-E firms in coordination with permitting agencies; modifies and adjusts standards and prepares contract change orders for approval; identifies long range maintenance needs of County buildings, facilities, and equipment.
- Leads the preparation of Facility Maintenance Plan the preparation of the maintenance/minor alteration component of the annual design/construction program plan; assists in establishing standards and policies controlling the frequency and required levels of maintenance and repair; prepares and implements maintenance/minor alteration schedules to comply with annual program.
- Monitors compliance with schedule and advises superior of major deviations.
- Participates in the selection and training of new employees and staff development programs; prepares performance evaluation of subordinates; prepares reports and correspondence and maintains records.
MINIMUM QUALIFICATIONS
Education: Completion of 60 semester or 90 quarter units at a recognized college with at least 18 semester or 24 quarter units in Engineering, Architectural Studies, or a related field. (Additional qualifying experience may be substituted for the required college education on the basis of one year of experience for 30 semester or 45 quarter units of coursework to a maximum of two years.)
Experience:Two years of crafts trade experience involving at least three of the following duties: planning, designing, scheduling, cost estimating and construction inspection activities related to building maintenance, repair, and alteration projects.
Knowledge of: The principles and practices of building construction, maintenance, repair, and construction inspection; Uniform Building Codes, Cal-OSHA building construction regulations, and other pertinent safety and construction requirements; mechanical and electrical systems of buildings; the principles of effective supervision.
Ability to: Plan, schedule, and manage building maintenance, repair, and alteration projects; plan and supervise the work of subordinates; read and interpret maintenance contracts, blueprints, and building specifications; perform mathematical computations dealing with linear, area, and volume measurements; prepare detailed cost estimates; communicate effectively in oral and written form; establish and maintain effective working relationships with architects, engineers, contractors, crafts people, and management personnel.
Other Requirements:
License/Certificate: Possession of a valid California Driver's License.
Physical Exposures:Skunks and skunk smells. lizards, snakes, rabbits, squirrels. various insects. May work in inclement weather from time to time (heat, rain, etc.).
Physical Ability : Lift and carry inspection equipment throughout District properties with the ability to inspect projects in rough and often uneven terrain with or without reasonable accommodation.
Working schedule:9/80, Monday - Friday from 7:00 a.m. - 4:30 p.m. with every other Friday off.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
