We are looking for an experienced Senior Proposal Manager to join our team! The Senior Proposal Manager position is primarily remote, with occasional in-office time for proposal activities as needed. The Senior Proposal Manager will lead proposal development for assigned opportunities from pre-RFP planning/preparation through submission, ensuring development of compliant and compelling response documents.
This position will primarily be a Remote Position, with occasional onsite requirements, candidates are preferred to be in the Tysons,VA/Washington, DC area.
Responsibilities:
- Manage proposals—ranging from small quick-turn task orders, to $30M+ stand-alone opportunities, to $100M+ IDIQs—following a modified Shipley process, and lead teams of proposal contributors at all levels of the company
- Analyze solicitation documents to develop compliant and compelling proposal strategies, to draft both tactical and strategic questions to the government, and to work with subject matter experts (SMEs) and corporate staff to identify and resolve risks/issues
- Develop proposal schedules and drive adherence, while maintaining flexibility and developing contingency plans when needed
- Develop required proposal management artifacts, such as proposal management plans, outlines, templates/writing shells, compliance matrices, and kickoff/color review slides
- Estimate proposal level of effort and support development of proposal budget
- Research and gather proposal reuse material and other proposal-related data as needed
- When needed, provide writing/revision for certain proposal sections, such as introductions/conclusions, past performance, or management approach
- Serve as proposal POC with teammates, leading development and coordination of data calls as the prime and our timely response to data calls as a sub
- Collaborate with capture managers, program directors, practice leads, and corporate leadership throughout the business development life cycle to prepare for and respond to proposal, and to ensure appropriate and adequate resources are allocated to the proposal effort
- Coordinate with corporate functions for contracts, pricing, and recruiting to ensure those aspects of proposal development are incorporated into the schedule and appropriately addressed
- Monitor sources such as GovWin and SAM.gov for solicitation release and updates for assigned opportunities and communicate/disseminate to the proposal team
- Maintain and consistently update proposal repositories on SharePoint
- Update proposal-related data in opportunity pipeline entries for assigned opportunities
- Contribute to maintenance/continual improvement of Growth resources, including the Growth SharePoint portal, proposal reuse library, and past performance library
- Stay informed of proposal best practices and suggest process improvements as appropriate
- Mentor and coach other staff, including more junior proposal staff and other staff who are contributing as proposal subject matter experts, writers, or reviewers
Requirements:
- Education – Bachelor’s degree
- Yrs. of Experience – 10+ years of Federal proposal experience, with at least 5 years as a proposal manager
Required (Must Have) Skills:
- Experience and successful track record as a proposal manager for a range of proposal types, including small quick-turn task orders, $30M+ stand-alone opportunities, and $100M+ IDIQs
- Demonstrated proficiency in independently leading and managing the proposal life cycle following a modified Shipley process
- Adept with managing multiple proposal efforts simultaneously
- Adept with managing both fully virtual and hybrid proposal teams
- Proficient with Microsoft Office Suite (Outlook, Word, PowerPoint, Excel, SharePoint, and Teams), with advanced proficiency in performing desktop publishing in Word
- Experience using federal government contracting tools (e.g., GovWin)
- Demonstrated strong editing and formatting skills, research and analytical abilities, and attention to detail
- Strong interpersonal skills with the ability to collaborate and engage effectively with all levels of staff and leadership
- Strong problem solving and organizational skills
- Assertive, personable, dependable, and a self-starter, with the ability to work independently and as a member of a group
- Capacity to manage concurrent activities of varying complexity—including changing priorities, short turn-around times, and after-hours activity—while meeting deadlines
Desired Skills:
- APMP certification or industry standard proposal management or writing training (e.g., Shipley, Lohfeld)
- Ability to develop proposal training presentations and provide training to non-proposal staff
- Ability to develop basic graphics in PowerPoint
CATHEXIS offers competitive compensation packages to all eligible employees. Our goal is to provide a compensation package that reflects the value you bring to our team, is competitive with market rates, and promotes your financial security and personal well-being. The annual salary range for this role is $120,000 - $150,000. Please note that the salary information provided is a general guideline.
