Job Description
***Only qualified Senior Project Manager candidates located in the Quincy, MA area to be considered due to the position requiring an onsite presence***
Required Education:
• Bachelor’s degree or equivalent experience
Required Certifications:
• Project Management Professional (PMP) Certification
Highly Desired Certifications:
• Certified Scrum Master (CSM) or similar accreditation
Required Experience and Skills:
• Minimum (10) ten years of IT experience
• Minimum (8) eight years of experience in a project manager role, managing projects from conceptualization through delivery – on time and on budget with full accountability and financial responsibility
• Minimum (5) five years of extensive hands-on experience managing large scale enterprise-wide IT projects
• Minimum (3) three years of experience managing enterprise-wide Access and Identity Management projects
• Experience with and preparing project documentation such as detailed requirements, status reports
• Proficiency with JIRA or similar project management tool
• Advanced level of proficiency with MS Office applications including Excel, Word, Visio, Outlook, SharePoint and Power Point
• Proven experience managing the implementation and deployment of large-scale enterprise-wide projects
• Experience working with multiple simultaneous projects/applications at various stages with competing priorities and shifting timelines
• A good understanding and proven work experience with various SDLC methodologies
• Proven experience managing projects using Agile and Waterfall
• Ability to develop and maintain effective relationships with stakeholders, management, end users, project team members, and vendors
• Strong cross functional leadership experience in a matrix environment
• Ability to translate and communicate technical concepts, information, plans, and procedures to both technical personnel and non-IT business users
• Knowledge and demonstrated ability to conduct detailed planning, and to perform risk assessments and develop associated risk mitigation plans
• Excellent oral and written communication skills and presentation skills with an ability to elicit results from cross-functional teams
• Expertise in conducting efficient and effective meetings
• Proven exceptional project management experience across multiple timelines simultaneously
Desired Skills:
• Solid working understanding of Government Security standards and Regulatory requirements
• Experience with delivering AI projects desirable
Senior Project Manager Duties and Responsibilities:
• Work with IT and business stakeholders to develop effective plans with tasks, detailed milestones and activities
• Report status and risks on a weekly basis to stakeholders
• Collaborate with agency business leaders to develop and maintain ongoing release schedules
• Define project objectives and strategize with key business stakeholders
• Coordinate and orchestrate multiple project activities for adherence to project plan and goals
• Deliver results against established timelines, deliverables, tasks, dependencies, and associated technical specifications
• Collaborate with other Project Managers in developing detailed plans, work breakdown structures, project checklists and budgets to meet established time frames, funding, and staffing availability
• Prepare and execute comprehensive supporting plans in the areas of quality control, risk management, change management, testing, and other associated project management areas
• Manage overall process to include monitoring project scope and change control processes
• Perform work in keeping with industry recognized standards, guidelines, and practices
• Prepare remediation plans and communicate with external stakeholders and internal partners to resolve issues
• Develop and maintain detailed reports that effectively monitor the status of the project
• Adhere to established Commonwealth policy and procedures with respect to project management methodology, quality assurance, and other related standards
