Job Description:
Basic Function
To develop, manage, and administer all Operations, Bus, Subway, and Light Rail Vehicle projects, ensuring projects are completed on schedule and within budget. Responsible for the project management of technology infrastructure build out relating to new light rail lines, buildings, stations, and other Information Technology (IT) related projects.

Examples of Duties
- Manage the performance of contractors and consultants, including all aspects of regulatory and contract compliance, performance measurement, scheduling, budget development, and monitoring.
- Create project schedule, risk management plan, communication plan, project charter, etc.
- Develop, establish, and maintain technical specifications, cost, and schedule management activities for projects.
- Contribute to the improvement of best practices and process improvement to the Program Management Office (PMO).
- Ensure conformance with project scope, budget, and timelines through detailed review and analysis.
- Identify problems and recommend solutions to budget, cost, and schedule-related activities.
- Supervise and evaluate the work of subordinate staff and consultants to ensure alignment with authorized scope, time, and dollar requirements.
- Conduct feasibility studies and business case analysis for compliance to standards, cost, and schedule.
- Conduct in-depth analyses of the collected data to evaluate the viability of proposed projects in terms of technical feasibility, regulatory compliance, and environmental impact.
- Evaluate terms and conditions of contracts to identify potential risks, liabilities, and conflicts that could impact project timelines or financial outcomes.
- Provides lead responsibility over other professional staff as required by PMO.
- Perform all other duties and tasks as assigned.
Essential Knowledge and Abilities
- Knowledge of: Project and program management principles, applicable laws, engineering and construction concepts, and contract administration.
- Knowledge of: Basic IT infrastructure (i.e., network design, low voltage systems, access point routers, close-circuit television, and ability to interpret engineering blueprints/drawings).
- Ability to: Oversee multiple project control work units (e.g., Facilities, Field Technicians, Technicians, Network Engineers, Vendors), interpret complex blueprints and technical specifications data, and ensure compliance with laws, rules, and regulations.
- Ability to: Demonstrate decision-making capabilities and communicate effectively both orally and in writing using the English language.

Minimum Qualifications
- : Bachelor's degree in Engineering, Business, Construction Management or related field. Experience may substitute for education on a year-for-year basis.
- : At least 5 years of senior-level project management experience in IT and construction.
- : 2 years in transit systems or related projects.
- : Valid California Class C driver s license.
