**PMP Certification Required**
The Senior Telehealth Project Manager shall be assigned to one of the designated VMC locations; VMC-IP, and CAE – Falls Church, VA (remote) to maintain and support VH systems within the MHS and support all aspects of VH systems projects within the MHS. The Contractor shall be responsible for advising and providing input to facilitate planning and execution of VH initiatives at the DHA Enterprise and VMC level as well as MTF level. Experience and ability to perform programmatic and project tasks at both the tactical and strategic levels are required.
- The contractor shall assist with the implementation and management of the VMC-SA VH
- Program and associated projects as assigned by the Director, VMC (Director differs for each VMC location assigned).
- The contractor shall support the Director in and execution of a comprehensive and integrated VH infrastructure.
- The contractor shall design and maintain programs and systems in support of clinical requirements; maintains databases; manages control of all information technology equipment, products, operations, and data communications equipment.
- The contractor shall serve as the Subject Matter Expert to leadership on all issues related to VH.
- The contractor shall attend DHA enterprise and operational region meetings on VH processes,
- initiatives, and strategic planning.
- The contractor shall attend VH meetings, conferences, and technical symposiums in support of
- the VMC-SA.
- The contractor shall confer with and provides information, guidance, and recommendations to
- Government personnel in the field on VH initiatives and processes including administration, quality management, information technology, innovation and future technological concepts, process improvement, defense, and for the VH program.
- The contractor shall conduct and oversee recurring VH training for enterprise VH users.
- The contractor shall conduct research to assist Director in preparing budget data for the VMCSA VH Program.
- The contractor shall incorporate quality management processes into the VH Program.
- The contractor shall monitor, review, and analyze program implementation.
- The contractor shall assist in the study, review and analysis of project plans and operations to
- include training, credentialing, information systems, scheduling, and workload analysis of the VMC-SA VH Program.
- The contractor shall assist in developing short- and long-range objectives aligned with DHA, VMC-SA strategic goals for review and approval by the Director, VMC-SA.
- The contractor shall attend information planning sessions, maintain productive interaction with all headquarters’ entities, report on the status and progress of work accomplished to date, monitor work in progress, and review completed work of other contractor staff to ensure all deadlines and priorities have been met.
- The contractor shall provide recommendations for program adjustments to meet local conditions and changing situations.
- The contractor shall support all local and federal policies and guidance.
- The contractor shall manage enterprise-level governance and information technology VH projects.
- The contractor shall provide clear, accurate and informative responses and requested information to the Defense Health Agency, MTFs, and the VH Director in a timely manner to meet staffing and suspense date requirements by cultivating a wide range of cooperative relationships within the MHS and across the DoD and private industry.
- The contractor shall provide input to program direction, support and oversight recommendations regarding VH operations within a variety of healthcare settings to the MTFs to include credentialing, appointment scheduling, and management of virtual health technology.
- The contractor shall monitor and modify the sequence and the time for each step, resources, manpower availability, etc.
- The contractor shall collaborate with directors, division chiefs, supervisors, and heads of appropriate divisions, departments, and directorates to develop and/or coordinate work-related changes affecting the VH service areas.
- The contractor shall adjust, modify, and revise assigned program areas to meet current and long-range objectives.
- The contractor shall update leadership about accomplishments, problems, slippage, and current trends.
- The contractor shall develop contractor program assignments, set priorities, furnish professional, technical, and administrative advice.
- The contractor shall assist in the planning and coordination of VH contract staff in the assigned VMC location.
- The contractor shall initiate or participate in review and improvement of work methods; organization features and the structuring of positions.
- The contractor shall analyze current and develop new approaches and support the implementation of unconventional approaches to new capabilities and technologies, such as the use of leveraged technologies, integrating equipment and personnel to ensure forward and backward compatibility, and employment of novel design concepts to minimized redundancy.
Qualifications:
- Analytical ability, discretion, and knowledge of a substantial body of administrative and program principles, concepts, policies, and objectives association with VH program management with accountability of coordinating multiple resources and delivering results based on plans and timetables.
- A thorough comprehension of clinical, patient and physician applications/technologies that is inclusive of virtual care delivery.
- Comprehensive knowledge of Industry, State, DoD, Other Federal agencies governing VH laws, rules, regulations, policies, compliance, standards, and directives.
- Expert knowledge of quality management and process improvement practices, inspection/investigation, and developing and implementing program standardized clinical and business processes.
- Knowledge and understanding of financial accounting, budget, procurement and reimbursement issues, and principles and practices of organization, administration, fiscal and personnel management.
- Project Management Professional (PMP) certification.
- Master’s level degree in healthcare related field is preferred.
- Executive level written, oral and technical communication and writing skills across Microsoft office, or equivalent, platforms to communicate across diverse constituents such as medical staff, office staff, technology specialists and government organizations.
- Personnel management skills and experience of at least 10 years.
- Knowledge and understanding of medical terminology and usage, hospital terms, abbreviations, and abstraction techniques of working with medical terminology.
- Familiarity with Military Health System (MHS) GENESIS, Armed Forces Health Longitudinal Technology Application (AHLTA) and Composite Health Care System (CHCS).
- Demonstrated excellent customer service skills.

Experience:
- At least 10 years’ experience with expert knowledge of and technical aptitude for understanding and facilitating: Project management requirements; execution, and management of a complex integrated VH program.
- Experience in virtual healthcare is desirable but not required.
