Downtown Streets Team (DST) is a nonprofit organization committed to fighting homelessness through the power of work and dignity of community. DST increases social capital and economic mobility by helping our unhoused neighbors chart a way out of homelessness through community building, volunteering opportunities, employment and human-centered case management. Since 2005, DST has expanded across 16 cities in Northern and Central California, serving over 1,500 people annually.
SUMMARY:
The Senior Program Manager oversees the day-to-day operations of the Back2Work program. Reporting to the Senior Director of Employment Social Enterprises, this position manages two (2) Program Managers who deliver a high-quality transitional employment program, dedicated to individual impact and operational safety. The Senior Program Manager fosters strong partnerships, ensures program compliance, mitigates risks, and cultivates a high-performing team culture aligned with the mission of Downtown Streets, Inc.
WHAT YOU'LL DO:
- Supervise 2+ Program Managers that support 90+ termed employees and oversee their professional development and performance.
- Oversee program operations, ensuring compliance with contractual obligations and adherence to transitional employment best practices.
- Collaborate with the Senior Director of Employment Social Enterprise on the development, implementation, and evaluation of Back2Work strategies and workflows.
- Manage program reporting ensuring all outcomes are tracked and deliverables are met and continuously improved.
- Identify emerging trends and integrate them into program enhancements, particularly focusing on diversity, equity, inclusion, and belonging (DEIB).
- Regularly review and update program policies and procedures to reflect industry standards and organizational priorities.
- Lead risk mitigation efforts, ensuring the safety and well-being of staff and program participants.
- Ensure compliance with safety standards, legal regulations, and organizational policies.
- Collaborate with community partners to expand transitional employment opportunities for participants.
- Represent the program at community events, conferences, and stakeholder meetings to advocate for DST's mission and participants' success.
WHAT YOU'LL NEED:
- Bachelor's degree in in a relevant field (public administration, social work, non-profit management, etc.). Master's a plus.
- Minimum 5-10 years of experience managing staff and programs within the non-profit sector.
- Proficiency in Spanish a plus.
- Strong understanding of transitional employment models and risk management practices.
- Excellent communication and interpersonal skills, with the ability to engage diverse stakeholders.
- Communicate effectively with diverse populations and maintain professionalism.
- Proficient in Microsoft Office programs, Salesforce and ability to learn new software applications.
- Must be available to travel within the program's operational counties (Santa Clara, Alameda, and San Mateo)
- Must be available to work some evenings and weekends.

PHYSICAL REQUIREMENTS:
While performing the essential duties of this job, the employee is frequently required to do the following:
Sitting, standing, walking, bending, stooping, pushing, pulling and lifting (up to 25 lbs.)
WORK ENVIRONMENT:
- Moderate noise associated with an open office work environment.
- This role involves a mix of in-office and field-based work, requiring adaptability to diverse settings, including community meetings, program sites, and team events. Moderate travel within the region is expected.
- This role may occasionally require working nights and weekends to support events
