ABOUT RESIDENT SERVICES
The Resident Services team is responsible for bringing essential support services to our residents. Our three areas (Family Services, Senior Services, and Health and Supportive Housing) build relationships with our residents by engaging, connecting, and providing services to help them maintain stable housing and achieve self-sufficiency. Our programming emphasizes long-term financial and physical health and mobility and spans financial workshops, ESL classes, senior wellness activities like Bingocize (BINGO and exercise!), after-school programs, and a six-week summer program for young residents. The Services team is also instrumental in ensuring food security through onsite food distributions in partnership with local organizations. Rooted in our ICARE values (Integrity, Collaboration, Accountability, Respect, and Excellence), and our Guiding Principles of Diversity, Equity, Inclusion, and Belonging, Resident Services also works closely with our residents and community partners, and their fellow MidPenners - including close collaboration with our Property Management team.

PAY RANGE
$79,000 - $98,000 Annual Salary - Pay based on applicable experience and qualifications
POSITION OVERVIEW
The Senior Program Manager plays a vital role in building the capacity of a MidPen’s region and is responsible for program delivery to residents living in MidPen’s communities. The programs vary based on resident population, needs, and goals, which may include housing retention, economic mobility and asset building, health/wellness, and K-12 educational supports. The Senior Program Managers identifies promising partnerships in their assigned region, works closely with the Directors and Associate Directors to support high-quality implementation of partnerships. This position is tasked with leading division-wide initiatives aligned with Resident Services’ strategic plan.
The Senior Program Manager must be a skilled leader with a demonstrated ability to manage and mentor staff as well as operate with influence across the division. The position supports strong relationships with Property Management to ensure that residents experience a cohesive and supportive MidPen experience.
The position requires demonstrated ability to design and implement high-quality programs and partnerships. The incumbent must have experience with specific populations (families with children, seniors and individuals with special needs) as required.
ESSENTIAL DUTIES
Program Efficacy & Efficiency
- Creates, codifies and reviews program delivery guidelines; develops and incubates programs or partnerships aligned with evidence-based practices; initiates roll out of program across the portfolio
- Codifies and shares best practices within assigned portfolio and collaborates with peers across the portfolio
- Manages increasing level of portfolio and / or staffing complexity (# units, # residents, complexity of resident need and types of projects)
- Serves as Director’s representative in development conversations / meetings, as needed
- Leads initiatives associated with strategic plan priorities
- Develops subject matter training and capacity-building plans to align with programmatic goals and regulatory requirements
- Adheres to annual program budget and provides input into annual budgeting process for assigned portfolio
Partnerships
- Leads partnership “prospecting” efforts across increasingly complex portfolios
- Manages partnerships of increasing complexity (city / county, large or multi-service partners)
- Oversees partner accountability in assigned portfolio or region (data sharing agreements)
Customer Service
- Manages needs assessments for increasingly complex portfolio
- Compiles and presents summaries of resident need and satisfaction data for diverse audiences (residents and management) with focus on implications for RS investment priorities
Data-Driven Decision-Making
- Analyzes and reports on utilization and outcomes for assigned programs / partnerships (beyond assigned portfolio) and recommends changes to the leadership team
- Seeks trends in services utilization and identifies opportunities for improvement
- Identifies opportunities for improvement in data systems
- Distinguishes opportunities for efficiencies, program innovation and change
- Analyzes single-source data across diverse and complex array of properties to inform decision-making and communicate findings with diverse audiences
Effective Team Building
- Identifies and implements opportunities for increased and improved collaboration with property management in increasingly complex portfolio
- Supports Development conversations regarding the pipeline with guidance from Director(s) and serves as a point person from Services for community engagement
- Serves as senior project manager for special initiatives / projects that involve multiple departments
- Performs other duties as assigned
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the education, knowledge, skill, and/or ability required.
Education and Experience
- Bachelor’s degree and a minimum five (5) years of experience working in an educational, social services, or community based organizational setting or an equivalent combination of education and relevant experience
- Master’s Degree in related field or commensurate field experience
- Minimum five (5) years working effectively with people of diverse backgrounds and working with families and students and/or seniors in an educational or social work setting
- Experience managing staff
- Experience in program development, management and evaluation preferred
Knowledge, Skills, and Abilities
- Demonstrated excellent verbal and written communication skills
- Demonstrated strong judgement, discretion and problem-solving skills
- Demonstrated proficiency using Outlook, OneDrive, Teams, Zoom, Salesforce, Microsoft Office Suite and other technology tools as a productivity tool to support larger Services initiatives
- Must possess a valid California Driver’s License, proof of current auto insurance, and reliable transportation
