Our mission for 30 years has been to improve access to and the quality of care for underserved and uninsured people in our six counties. Aliados Health's major focus is to strengthen the capacity of member health centers to act together as a coalition that provides access to consistently high-quality clinical care, effective care coordination, and reduce health disparities. Aliados Health supports our members in four areas: Policy, Populations Health, Health Informatics, and Access and Equity.
Additionally, Aliados Health serves as a HRSA designated Health Center Controlled Network, which serves an expanded region in Northern California across a thirteen-county region: Marin, Mendocino, Napa, Nevada, Placer, Santa Clara, San Francisco, Shasta, Sierra, Siskiyou, Solano, Sonoma, and Yolo through projects in Health Information Technology, Analytics and Health Equity.
Position Summary
Aliados Health seeks a dynamic and strategic senior leader to join our consortium of community health centers as the Senior Program Manager of Climate Justice and Resilience within our Policy and External Affairs division. Reporting to the Senior Director of Policy and External Affairs, this role will be central to implementing climate mitigation and adaptation priorities of community health centers. This position is part hands-on coordinator, part grant writer and manager, and part strategic external community and policy advocate and communicator. An ability to multitask and work independently is key. While the focus of the position is climate justice and resilience, the right person for the role will bring intellectual curiosity and professional flexibility to support other Aliados Health goals related to health center policy and external affairs priorities.
Essential Responsibilities
• Develop and execute a multi-pronged climate change mitigation and resilience strategy for health centers in our region.
• Work with staff across organizational levels at health centers to integrate climate mitigation and adaptation strategies agreed to by management.
• Assess and apply to funding opportunities for both Aliados Health and member health centers, looking for where we can amplify and grow our staff capacity and project funding.
• Manage vendor contracts, including for a consultant to support the development of the regional health center climate change plan.
• Provide technical assistance to member health centers in accessing grants.
• Support and participate in annual Day at the Capital advocacy day in Sacramento.
• Draft policy advocacy letters to decision makers.
• Develop and manage Aliados Health’s legislative, regulatory, and community engagement priorities as they relate to climate mitigation and adaptation.
• Craft advocacy strategy on key priorities which can include public comment, education campaigns, coalition building, social media, earned media and paid media.
• Create integrated communication streams for the website, newsletter, and social media channels as it relates to climate mitigation and adaptation.
• Support a peer group of climate change advocates across health centers.
• Participate, initiate, and lead internal and external meetings relevant to job duties.
• Monitor current events, relevant publications, and other forms of media related to climate change mitigation and adaptation as it relates to Aliados Health members.
• Research, analyze, and communicate key legislative issues impacting members and the health care safety net where it concerns climate justice and adaptation.
• Oversee contractor and consultant activities as required.
• Manage financial aspects of related projects.
• Special projects or additional duties as assigned.
Education/Experience
• Minimum of four years’ work experience preferably focused on climate change mitigation or adaptation plan project management, consulting, policy advocacy and/or communications.
• Preferred bachelor’s degree in Environmental Science, Public Health, Political Science, or related field, or equivalent additional experience.
• Commitment to advancing climate action and preparedness, public health and health equity.
• Experience with funders and grants, including writing, compliance, and reporting.
• Experience coalition-building or stakeholder engagement.
Skills and Knowledge
• Demonstrated knowledge of climate change mitigation and adaptation strategies.
• Preferred knowledge about the health care safety-net system and community health centers.
• Knowledge of the legislative and regulatory processes at the federal, state, regional, and local levels.
• Understanding of non-profit grants.
• Demonstrated ability to manage multiple complex initiatives, including the ability to synthesize complex or diverse information, and use for tactical and strategic planning.
• Excellent editing and writing skills in multiple styles, including technical, policy, persuasive, grant-writing, and outreach.
• Excellent organization, detail and follow through skills.
• Communication skills adaptable to multiple audiences, both written and verbal.
• Skilled in presentation development, slide design, and public speaking.
• Computer literacy and proficiency in Microsoft Office suite.
• Ability to prioritize and plan diverse work activities, set goals and meet deadlines, and independently and proactively manage workload.
• Flexibility to meet changing needs and demands.
• Normally regular travel is expected throughout Aliados Health’s six-county region, and occasional travel outside the region including overnight stays.
• Must be able to pass background check.
Working Conditions
• Work is normally performed in a typical office environment as well as outside locations including member health centers, government buildings and community venues.
• Currently we operate in a hybrid work environment of 2 days in-person minimum of working from the office or attending off-site meetings or obligations.

• While performing the duties of this job, the employee is regularly required to sit, stand, carry, drive, see, speak, keyboard and hear. The employee is occasionally required to walk, use hands to finger, handle, or feel and reach with hands and arms. The employee must occasionally lift and/or move up to 30 pounds (box of paper).
