We are seeking a Senior Program Manager with an active TS/SCI security clearance to support the Deputy Assistant Secretary of the Army for Defense Exports Cooperation (DASA DEC) in Arlington, VA. This position will provide technical, analytical, and administrative support services in support of DASA DEC and various offices within the Army Staff and/or the Army Secretariat, Program Executive Office/Program Management Office, Army Major Commands, Joint Staff, and DoD agencies.
Responsibilities:
- Technology transfer, Direct Commercial Sales (DCS), Foreign Military Sales (FMS), Armaments Cooperation and the related development of policies, procedures and metrics to ensure compliance with U.S. statutory requirements and Department of Defense (DOD) Directives.
- Plan, program, budget and develop policy and regulatory guidance for Army worldwide security cooperation
- Coordinate, integrate, and provide oversight for specific policy implementation pursuant to Army export control and technology transfer activities;
- Represent the Army in security cooperation policy matters
- Oversee policy for Security Assistance, weapons systems exports, Armaments Cooperation, and related international agreements.
- Identify, coordinate, and execute opportunities in the pursuit of International Cooperative Research, Development, and Acquisition (ICRDA) programs.
- Support ICRDA Cooperative Program Identification
- Review and Approval Processes
- Support International Agreement Formulation and Execution Processes and maintain Content of ICRDA Automated Records.
- Provide technical, analytical and administrative support services in support of DASA DEC and various Army and DoD agencies including:
- Developing, monitoring and assessing Army security cooperation and security assistance strategic plans
- Security cooperation program policy preparation
- Technology transfer assessments
- Maintaining the FMS databases
- Supporting /utilizing various Title 10 activities
- Organizing/hosting meetings and outreach activities
- Strategic planning and analytical services (including research and data analytics)
- Disclosure/releasability support
- Policy preparation
- Drafting disclosure support documentation
- Review of license requests for the approval to sell or transfer any DoD agency's equipment through the direct commercial sales process
- Experience in the organizational structure of Army and DoD Security Assistance programs and International Armaments Cooperation programs.
Requirements:
- Active TS/SCI security clearance
- Bachelor’s degree
In the absence of a bachelor’s degree, candidates who served in the armed forces or as a US government employee and have at least ten years applied security assistance experience will be considered.
- Minimum of (6) years of security assistance and/or armaments cooperation experience
- Experience in the organizational structure of Army and DoD Security Assistance programs and International Armaments Cooperation program
- AT Level 1 Awareness training and iWATCH training
