SCOPE OF WORK:
The purpose of this position is to assist the Assistant Department Director with supervising and coordinating programs located within the Visalia Navigation Center; 24-hour 365 days a year facility. The incumbent of this position is responsible for providing supervision and assistance in the planning and implementing of programs and ensuring that the tasks and objectives of specific programs are being met by Visalia Navigation Center staff.
ACCOUNTABILITIES:
- Works closely with the Assistant Director to establish guideline objectives, staffing needs, training, start-up activities, and support internal controls.
- Develops and coordinates program implementation plans with various funding sources and programs working with external linkages, and operational procedures.
- Serves as an advocate for individuals experiencing homelessness presiding at the Visalia Navigation Center.
- Plans and supports Navigation Center events to promote program goals and maximize benefits to residents at the center.
- Assures all operational safety procedures are followed and documented.
- Attend meetings with partners and the community to support safety net services that will benefit residents.
- Assists in planning work schedules of Visalia Navigation Center staff and partners collocated at the VNC to ensure all planned benchmarks are met.
- Promotes and facilitates coordination and collaboration of activities among departments within CSET and other partners that may be used as resources, forming effective networks.
- Supports and implements excellent customer service practices.
- Facilitates program training and technical assistance to support staff.
- Provides leadership and supervision for support staff. Writes employee performance reviews and makes recommendations for skills to be developed. Approves staff timesheets.
- Reports personnel issues to HR, Director, and Assistant Director. May assist in handling employee issues with support and guidance from HR & Assistant Director.
- Develops and implements corrective action plans as needed. Provides employee follow-up Identifies employee training needs and schedules training for employees.
- Completes necessary reports regarding program progress to assigned leadership and funding sources.
- Remains updated on trends, program requirements, and regulations with grant programs.
- Performs other duties including but not limited to fulfillment of work schedules, adherence to attendance policies, and other applicable operating rules, policies and procedures.

- Knowledgeable of modern office procedures and methods, and proficient in the use of computer, Windows operating system including Microsoft Office applications (Word, Excel, and Access) and program database.
- Must have excellent oral and written communication skills as well as the ability to communicate effectively with low-income persons, other providers of human services, community leaders, and government officials.
- Ability to accurately record and deliver information, meet deadlines, and maintain confidentiality of restricted information.
- Ability to assist with narrative reports and calculate figures for budget purposes.
- Ability to perform successfully under moderately stressful conditions, to respond immediately to crisis situations and to balance priorities within and between offices/departments/work sites.
- Ability to maintain personal composure, tactfully handle difficult situations, and interpret questions correctly; ability to behave in a friendly, understanding, helpful, and professional manner with participants and program staff.
- Ability to supervise, and mediate to persuade, convince, and influence others.
- Ability to advise and interpret the application of policies, procedures, and standards to specific situations.
- Ability to explain, demonstrate, and clarify to others, the understanding of well-established principles, practices, policies, and procedures.
- An experienced professional who supervises paraprofessionals or less experienced staff, e.g.
case managers, intake staff, etc.
- Trains debriefs and provides supervision for the case managers.
- Implements and oversees the data collection activities. Uses data to conduct ongoing needs
assessment.
- Coordinates data collection activities and reviews data form submissions into HMIS for accuracy.
