Senior Portfolio Analyst - Command Holdings

About the Job
WWC Global, an operating firm of Command Holdings, is seeking a Senior Portfolio Analyst with a track record of success to join our team supporting the Office of Naval Research (ONR) Code 34, Warfighter Performance program in Arlington, VA. The Senior Portfolio Analyst will lead strategy, policy, and data analysis support in overseeing and managing the execution of its basic, applied, and advanced technology development programs, and to provide day-to-day oversight support for the Technology Candidate Portfolio.
The Warfighter Performance department's mission is to enhance warfighter effectiveness and efficiencies through bioengineered and biorobotic systems, medical and behavioral technologies, improved manpower, personnel, and training and systems design.
Responsibilities may include, but are not limited to:
- Support the Planning, Programming, Budgeting and Execution (PPBE) and Program Objective Memorandum (POM) processes. This includes drafting budget exhibits for Research, Development, Test and Evaluation (RDT&E) appropriations.
- Utilize reports from the Procurement Business Intelligence Service (PBIS) database and Navy Enterprise Resource Planning (ERP).
- Coordinate and lead meetings with senior Department of the Navy S&T personnel and executives related to policy, analysis of technology programs, acquisition, and execution.
- Record summary of meeting discussions and ensuring action items are addressed.
- Coordinate, oversee, and draft content in response to data calls and tasks from senior DoD leadership and Congress.
- Identify and implement solutions to address the wide range of actions associated with managing the business of large Department of Defense and Department of the Navy S&T portfolios and the teams that support them.
Work Environment:
- Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
- Ability to sit at a computer terminal for an extended period of time.

Requirements
Basic Qualifications
- Bachelor’s degree.
- Must have the ability to obtain and maintain a Secret Clearance. (Eligible to pass Federal security clearance process. Please visit the link for FAQs: https://www.dcsa.mil/mc/pv/mbi/gicp/).
- Ten (10) years of experience providing portfolio or program analysis support to the federal government, with at least 5 years supporting Department of Defense (DoD).
- Five (5) years of portfolio or program analysis support experience with the financial management, planning, and execution of those programs or portfolio.
- Experience supporting the Planning, Programming, Budgeting and Execution (PPBE) and Program Objective Memorandum (POM) processes.
- Experience using enterprise resource planning (ERP) systems.
- Able to coordinate and lead meetings with senior leaders.
- Experience writing and drafting content, reports and presentations to senior leaders with minimal supervision and revisions.
- Able to work independently with minimal supervision and manage multiple tasks with competing deadlines.
- Strong analytical and problem-solving skills, identifying and implementing solutions.
- Demonstrated proficiency using all Microsoft Office applications.
- Outstanding communication skills, influencing abilities, and client focus.
- Professional proficiency in English is required.

Preferred Qualifications
- Current, active Secret security clearance.
- Experience with portfolio or program analysis for the Department of the Navy.
- Experience drafting budget exhibits for Research, Development, Test and Evaluation (RDT&E) appropriations.
- Familiarity with Procurement Business Intelligence Service (PBIS) database.
- Experience with the DoD acquisition process.
- Served in a managerial/leadership position in the Navy's Program Objective Memorandum process.
- Previous experience at a Federally Funded Research and Development Center (FFRDC).
- Previous experience with the identifying warfighter requirements and capabilities development, for example: Joint Capabilities Integration Development System process.
