This is a provisional appointment.
Brief Job Description (essential functions of the job):
Under the supervision of the Human Resources Director, the Sr. Personnel Officer II manages and supervises the daily operations of the department's Personnel and Payroll responsibilities.
Responsibilities:- Processes hiring/promotion/termination documentation, time and attendance tracking, timely processing of salary adjustments and increases, worker's compensation, retirement, health benefits, tracking of accrued leave benefits and buy-back program(s).
- Works in conjunction with the Office of Human Resources (OHR) to resolve questions relating to leave balances.
- May assist in maintaining various databases tracking Family Medical Leaves.
- Handles and responds to inquiries from the general public and employees.
- Prepares statistical reports.
- Acts as a liaison between the Parks Administrative Office, sites and the Office of Human Resources.
- Conducts and attends training(s) as required.
- Prepares office correspondence and responsible for full cycle recruiting efforts for the Department including, but not limited to, seasonal staffing and civil service provisional appointments.
- Assists with payroll preparation and distribution.
- Performs work of moderate difficulty assisting in the general administration of personnel and payroll activities in the Parks and Recreation Department.
- Serves as the departmental Criminal Offender Record Information (CORI) and Sexual Offender Registry Information (SORI) authorized agent and oversees all CORI and SORI background checks.
- Performs related work as required.
- At least three (3) years of full-time or equivalent part-time, paid professional or technical experience in human resources or office work.
- A bachelor's degree is preferred and may be substituted for two (2) years of the required experience.
- Strong written and verbal communication skills.
- Ability to work independently under deadlines and with sensitivity to confidential matters.
- Strong organizational skills.
- Working knowledge of the PeopleSoft HRMS and the City's personnel practices and procedures preferred.
- Strong computer skills and knowledge of basic computer programs (MS Word, Excel, etc.)
- Experience working in a union environment is a plus. Bi-lingual a plus.
- Valid Massachusetts Driver’s License preferred.
- Ability to exercise good judgment and focus on detail as required by the job.
