Noblis MSD’s mission is to support the Naval Sea Systems Command (NAVSEA) and, Naval Surface Warfare Center (NSWCPD) and their missions’ to enable research, development, test and evaluation, acquisition, engineering, systems integration, in-service and fleet engineering with cybersecurity, comprehensive logistics, and life-cycle savings.
Noblis MSD is actively recruiting for a Logistician & Integrated Logistics Team Manager, to support the US Navy, responsibilities include the following:
- Ensures design interface between ILS and engineering occurs at the beginning and throughout a project assuring supportability is designed into the project
- Effectively leads project discussions across engineering, contracts and program management domains to assess impacts on ILS requirements from proposed project and design changes
- Actively uncovers ILS technical and organizational risks and ensures they are included in the project risk management database and creates ILS mitigation plans
- Assesses other functional area risks for impacts to ILS
- Directs ILS project workflow to meet program and customer delivery requirements
- Leads members of the ILS project staff supporting projects
- Provides ILS input to project plans and deliverables
- Defines, reviews and analyzes project requirements for enhancements/modifications for supportability
- Mentors junior ILS members in technical and interpersonal skills as required
- Leads ILS project reviews, development and modification of ILS project procedures and products
- Provides ILS functional area inputs (technical and cost) to proposals
- Provides input and insight in the selection and development of employees
- Collaborates with other IPTs to define, review and test system requirements for enhancements/modifications
- Performs as the Project ILS Lead on process improvement teams and Integrated Product Teams (IPTs)
- Performs Control Account management (CAM) tasks for projecting and controlling budgets
- Regularly interacts with internal and external customer/government and suppliers, within and between
- IPTs, project and engineering management
- Developing and maintaining a sound knowledge of all aspects on U.S. Navy Integrated Logistics Support as it relates to surface ships and submarine Hull, Mechanical and Electrical (HM&E) systems.
- Ensuring the consistent application of company project management policies, processes and standards.
- Management of day-to-day operational aspects of assigned project.
- Risk management on assigned projects.
- Ensuring project documents and deliverables are accurate, complete and current.
- Identifying areas for improvement in internal processes along with possible solutions.
Team Manager responsibilities include:
- Review and approval of project team timesheets and travel / expense reports in a conscientious and timely manner.
- Reviews all monthly status reports submitted by each team member and addresses issues as appropriate.
- Ensure adherence to standard policies and procedures.
- Track and manage labor and ODC funding levels for all team members and ensure the appropriate Program Managers are alerted to anticipated funding shortfalls and/or period of performance issues at least six (6) weeks in advance of funds exhaustion or POP expiration.
Client Management:- Develop and maintain solid professional relationships with all clients.- Communicate effectively both verbally and in writing with all stakeholders to identify needs and evaluate alternative solutions.- Continually seek opportunities to increase customer satisfaction and deepen client relationships.- Build a knowledge base of each client's business, organization, and objectives.
Technical Understanding:- Develop a solid understanding of the work performed for the clients supported by the project team.- Develop a very good understanding of our capabilities.
Required Qualifications
- Bachelor’s degree and 5 years of relevant work experience (Associate's and 8 years or Hich School diploma and 11 years.)
- Active DoD Secret clearance or the ability to obtain a Secret Clearance.
- US Citizenship
- Extensive knowledge of Navy logistics systems and procedures, including the Navy Supply System and related databases.
Desired Qualifications
- Experience with software and websites such as NAVLOGTD, MBPS, SUBMEPP, TDMIS, NSDSA, ICAPS
- Systems Engineer experience a plus
- Prior Active Duty Navy experience a plus
- Knowlodge of Submarine communication systems a plus

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
