The Global Health Training, Advisory and Support Contract (GHTASC) delivers effective global health programming to advance the mission of the U.S. Agency for International Development (USAID), Bureau for Global Health (GH) through institutional support and workforce development services from junior, mid-level, senior and expert advisory and administrative professionals.

Credence and its partner, the Public Health Institute (PHI), are both employers for GHTASC, and are seeking a Senior Knowledge Management (KM)/Monitoring and Evaluation (M&E) Advisor under GHTASC. This position will be hired under Public Health Institute (PHI).

Position Summary:

USAID's Bureau for Global Health supports health programs in partner countries, advances research and innovation in areas relevant to overall Agency health objectives, and transfers new technologies through its own programmatic work, coordination with other donors, and a portfolio of grants. Global health is a global good with consequences that not only affect the people of developing nations, but also directly affect the interests of American citizens.

The Africa Bureau's Office of Sustainable Development (AFR/SD) Health Division provides health-related intellectual, technical and strategic leadership to the Bureau and Missions on sectoral policies, priorities and budgets through analyses, strategy development, program design, technical assistance, advocacy, and information dissemination. AFR/SD's Health Division has an annual budget of approximately $13 million, which includes the management of activities that support African institutions; infectious diseases; maternal, newborn and child health (MNCH); reproductive health; nutrition; and health systems strengthening.

The Senior Knowledge Management (KM)/Monitoring and Evaluation (M&E) Advisor serves as the lead strategic planner for the AFR/SD/Health Team and for USAID Missions in the Africa Region more broadly. The Senior Advisor provides high-level technical leadership and oversight in the design and implementation of knowledge management and/or monitoring and evaluation efforts. The incumbent works closely with AFR/SD Leadership, Mission staff, and Country Development Officers (CDOs) in Washington on the formulation and implementation of Bureau policy and guidance on strategic planning, performance reporting, budget formulation, and monitoring and evaluation of programs. They provide technical assistance on the Bureau's analysis, application, and dissemination of information on the impacts of USAID programs in Africa to senior Agency decision makers, Congress, and other stakeholders as appropriate.

The Senior Advisor creates efficient and cost-effective approaches to track progress in achieving program results, designs and implements robust performance and impact evaluation studies, and ensures that information feeds back into program implementation and builds knowledge across the Agency and development partners.  The position prepares materials to ensure the Director and Deputy Director of the Health team can expertly represent the Africa Bureau at high-level Agency and interagency meetings and working groups on matters related to strategic planning, monitoring and evaluation, performance management, or other topics as needed. The position may require travel to the region to provide expert guidance and advice on the development of country strategies, results monitoring frameworks, and program office support.

This position will have supervisory responsibilities in addition to carrying out the technical work of the Agency. The Senior Advisor supervises and mentors SD/Health Program Assistants, ensuring the SD/Health Division has the systems, processes, and staff in place to meet the knowledge management, monitoring, and reporting requirements.

They will also work closely in coordination with GHTASC Project Management Office and Corporate Resources.

Salary Range

Full salary range for this position is $133,380 to $200,720 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.

Responsibilities include, but are not limited to the duties listed below

Essential Duties and Responsibilities:

Monitoring and Evaluation Related

• Provide technical advice and coordination for the Division’s strategic program approach, with a specific focus on measurement, research, monitoring, and evaluation, and providing M&E advice to program planning efforts.
• Serve as lead advisor on M&E, including designing, coordinating, managing, and reviewing evaluations, Mission and project performance data, and portfolio reviews, leading to improved data collection, monitoring and evaluation, analysis, and data use efforts.
• Provide technical leadership regarding strategic information activities such as developing and refining reporting metrics and improving in-country data quality, collection, and use to inform programs for quality improvement.
• Track progress against targets, analyze data sets, and make recommendations for enhanced program planning, coordination, and management.
• Analyze and synthesize regional and health trend data and research/evaluation findings to recommend appropriate program strategies and interventions.
• Advise technical program managers on indicator selection, target setting, and data quality assessment and validation.
• Provide technical leadership and oversight for development of evaluation/research protocols, partner work plans, and evaluation plans, reviews of work plans and work products, and overall guidance on program implementation.
• Respond to both internal and external ad hoc requests for information and provide data for briefing documents, site visits, and other information requests.
• Prepare, present, and disseminate materials, speeches, graphics, etc. on program monitoring and evaluation to serve reference, informational, and advocacy purposes.
• Lead preparation of materials for Health Team Director and Deputy Director participation USG and global technical working groups and committees pertaining to budget and resources, strategic information, M&E, research, and learning.
• Contribute to the routine work, including providing technical updates, briefers and other documents that describe USAID’s and Health Division’s activities, research, and progress; preparing portfolio reviews and reports; and reviewing documents such as annual performance reports and operational plans.
• Stay abreast of developments in the field of health and M&E, indicator definitions and measurement, and share new knowledge on state-of-the art technical, policy, and programmatic developments in M&E and learning.

 Knowledge Management Related

• Oversee response to requests for information/clearance on various taskers through supervising the program assistants and liaising with the AFR/SD/Health team and Global Health Bureau stakeholders.
• Serve as an advanced technical specialist in knowledge and learning for international development and in creating, managing, and institutionalizing change.
• Be a leading champion for learning and knowledge sharing across the bureau, office/division, and Missions to strengthen Agency capacity in knowledge management and organizational learning (KMOL) and in Collaborating, Learning and Adapting (CLA).
• Research and develop approaches for USAID to leverage knowledge sharing to inform and influence local development efforts and to strengthen local KMOL capacity.
• Serve as a leading active member of the KMOL Action Group Community of Practice.
• Lead the development of a KMOL Plan for the Health Division.
• Develop processes to identify, elevate and scale promising processes, practices, systems, and capacity strengthening approaches that support KM and OL in USAID.
• Lead knowledge exchanges, peer assists and other convening and knowledge sharing efforts.

General

• Supervise and mentor SD/Health Program Assistants (currently two and Analyst)
• Travel domestically and internationally 20-30% of the time.
• Work at least 3 days per week in-person at Washington, DC office.
• Perform other duties as assigned.

Education, Requirements and Qualifications

Qualification Requirements:

Minimum Qualifications:

• Master’s degree and 10 years of relevant experience, bachelor’s degree and 12 years of relevant experience, Associate’s degree and 14 years of relevant experience, or High School graduate and 16 years of relevant experience.
• US. Citizenship with the ability to obtain and maintain secret clearance.

Other Qualifications: 

• Advanced knowledge and experience with monitoring and performance, impact, process evaluations, and qualitative research methodologies, including data quality assurance, statistical analysis, causal inference, and best practices in data dissemination and data use.
• Strong expertise in developing and disseminating knowledge products and learning materials.
• Experience summarizing complex technical information to technical and non-technical audiences.
• Strong expertise in the inference of public health data for design, planning, monitoring, and/or evaluation of public health programs in low and middle-income countries.
• Experience designing and implementing knowledge management policies and processes.
• High degree of judgment, maturity, ingenuity, and originality to interpret strategy, to analyze, develop, and present work, and to monitor and evaluate the implementation of programs.
• Demonstrated technical leadership, policy experience, and problem-solving skills working on complex projects in a highly sensitive environment.
