Description JOB DESCRIPTION: The Navy Business Group currently has a career opportunity for a Joint/Partner Nation Training Team Program senior training analyst to provide Joint National Training Capability (JNTC) accreditation/certification mitigation support to Commander, Carrier Strike Group Four (CSG-4) in Norfolk, VA.
The ideal candidate will be an experienced senior training analyst and subject matter expert (SME) in Joint/Partner Nation Training task requirements.
He/she will have experience with the Navy's accredited and certified Joint National Training Capability (JNTC) programs and training processes, including Fleet Synthetic Training (FST), Composite Training Unit Exercise (COMPTUEX) and Air Wing Fallon (AWF).
In addition, he/she will have excellent public speaking, presentation, and time management skills, as well as at least six years of applicable program analyst experience in: • Managing/ prioritizing large, complex projects involving numerous stakeholders.
• Leading working groups and cross-functional teams.
• Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables.
• Engaging Senior Staff at the Flag Officer/Director/Manager level.
• Conducting fleet training analysis/assessment to identify gaps, training needs and solutions.
Specific Functional Area duties include: • Serve at a Navy JNTC program site as the JNTC program accreditation, mitigation and joint requirements support for the Navy's accredited and certified JNTC programs, including FST, COMPTUEX and AWF.
• Provide support to the overarching mitigation efforts of the Navy's JNTC programs in accordance with the Joint Training System (JTS) as outlined in CJCS instruction 3500.01, Joint Training Policy for the Armed Forces of the United States, CJCS manual 3500.03A and the Joint Training Manual for the Armed Forces of the United States.
• Review and incorporate Joint Staff (JS) J7 identified training requirements into Navy Joint Training Programs (e.g., FST, COMPTUEX, and AWF).
• Support the incorporation of best practices and lessons learned in Navy Joint Training Programs (e.g., FST, COMPTUEX and AWF).
• Collect, process, analyze, maintain, and distribute lessons learned and best practices from joint training events to enhance the combat effectiveness of Navy and joint forces.
• Assist in the mitigation/correction of shortfalls or enhancements of the Navy`s FST, COMPTUEX, and AWF joint training programs that were identified during recent program reviews.
• Provide support to integrate JS J7 joint training priorities as outlined in CJCS instruction 3500.01, joint training guidance and Combatant Command Exercise Engagement and Training Transformation (CE2T2) program goals and objectives.
• Collect, review, merge, and assign identified JNTC accreditation and certification issues for solution analysis.
Track accreditation and certification issues from "cradle to grave"; i.e., solution analysis, budget application, fielding and assessment review.
• Coordinate the identification of program (e.g., FST, COMPTUEX, and AWF) Joint Task Articles (JTA), and the follow-on review and nomination of those JTAs deemed appropriate for joint accreditation within the programs.
• Participate in all planning conferences for Navy joint training programs (e.g., FST, COMPTUEX, and AWF) to ensure mitigation efforts are addressed, training priorities are integrated, and best practices and lessons learned incorporated.
• Submit written report after each subject exercise in the form of a joint training summary report with specifics of how mitigation was addressed.
• Participate and contribute to the JNTC mitigation working group.
Minutes and recommendations from those meetings will be forwarded to the Navy's JNTC program manager.
• Coordinate, schedule and moderate annual mitigation program reviews with JS J7 for each accredited program (e.g., FST, COMPTUEX, and AWF).
• Coordinate, validate, prioritize and synchronize Navy training requirements with other services requirements.
• Determine synergies, joint training objectives, integrate scenarios, participants, programs, and activities in JNTC events.
Qualifications REQUIRED BACKGROUND / EDUCATION / SKILLS: • Must be a U.S.
citizen with Bachelor of Arts or Science degree and a Secret clearance.
• Active military duty experience including fleet and Joint training, and operational experience at the mid-grade officer level or higher.
• Six (6) years of functional area and general training program analyst experience (ten [10] years in lieu of degree will be considered); see detailed technical tasks above.
• Must possess proven written and verbal communication skills at the junior management and senior executive level and be able to act independently.
• Experience in use of MS Office (e.g., PowerPoint) products.
DESIRED BACKGROUND / EDUCATION / SKILLS: • Active military duty experience at a major command/staff.
• Familiarity with the Optimized Fleet Response Plan (OFRP) and Fleet Training policy documents, including the Fleet Training Continuum (FTC).
