About the Job
The Riverside University Health System-Correctional Health Systems, (RUHS-CHS), is currently recruiting for an experienced Senior Institutional Nurse , (p lease see the Examples of Essential Duties section). The incumbent of this position will be at the Larry D. Smith Correctional Facility in Banning. This position is full time and requires the following licenses and certifications:
- A current and valid license to practice as a Registered Nurse in the State of California.
- A current and valid Basic Life Support, (BLS), certification, issued by the American Heart Association.
Additional Pertinent Information
- All candidates will need to pass a Sheriff's Background.
- Bachelor's degree from an accredited college or university in Nursing is strongly preferred.
- Two years as a Charge Nurse or an equivalent supervisory position in an acute care hospital or healthcare facility strongly preferred.
Under general direction, assigns, supervises, and provides professional nursing care for individuals detained at a Riverside County Sheriff/Probation confinement or correctional facility; and performs other related duties as required.
The Senior Institutional Nurse is the advanced journey level classification in the Institutional Nurse series and report to a Supervising Institutional Nurse. Incumbents are assigned to the Riverside University Health System-Correctional Health Services (RUHS-CHS) and have charge of nursing services at adult and juvenile correctional facilities throughout Riverside County. Incumbents provide technical supervision to a nursing staff working various shifts in order to provide nursing care to adults and/or juveniles detained in the facility. Administrative supervision such as planning, organizing, and overall direction is provided by the Supervising Institutional Nurse.
EXAMPLES OF ESSENTIAL DUTIES
• Assign, supervise, and review the nursing services provided in adult and/or juvenile confinement or correctional facilities.
• Supervise and train subordinate nursing staff in the performance of their duties; interview applicants for employment and make hiring recommendations; supervise new hire orientation and assist with completion of employee performance evaluations.
• Supervise the administering of treatments and medications to patients; supervise the procurement and maintenance of medications and medical supplies.
• Assist physicians and other healthcare providers in the examination and treatment of patients; review charts for physicians' orders and supervise their implementation; respond to and initiate treatment in medical emergencies throughout the facility.
• Make decisions to transfer patients to the medical center for diagnosis and treatment; observe, record, and report on medications and treatments given to patients; make assessment of patients' emotional and physical needs.
• Ensure conformance of nursing services with nursing standards established by the State of California; recommend healthcare policies and standard nurse protocols to the Supervising Institutional Nurse and/or Correctional Healthcare Administrator.
• Counsel patients and their families regarding medical problems and healthcare methods; interview applicants for employment and make hiring recommendations.
• Review, prepare and submit medical and statistical reports; prepare correspondence as required.
MINIMUM QUALIFICATIONS
Education: Successful completion of the education required by the State of California to obtain a valid license and certification. A Bachelor's degree from an accredited college or university in nursing is preferred.
Experience: Three years of full time experience as an institutional nurse or registered nurse, preferably in an acute care hospital or a healthcare agency. (Experience gained as an Interim Permit Nurse may be credited toward meeting the required experience. Graduation from an accredited college or university with a Bachelor's degree in nursing may be credited toward meeting the required experience.) Two years as a Charge Nurse or an equivalent supervisory position in an acute care hospital or healthcare facility strongly preferred.
Knowledge of: The principles, techniques, and procedures used in professional nursing; the principles of supervision; medical terminology; hospital and clinic routine, instruments, and equipment; the uses and effects of medicines and narcotics.
Ability to: Supervise and evaluate the work of professional nurses; perform the entire range of nursing duties and responsibilities; provide counseling, training and leadership to nursing staff; supervise the preparation and maintenance of concise and complete medical records and reports; establish and maintain effective working relationships with physicians, inmates, and co-workers.
Other Requirements
License/Certificate: Must possess and maintain a current valid license to practice as a registered nurse in the State of California. (Persons eligible for certification as a registered nurse in the State of California may be employed pending receipt of license.)
Possession of valid Basic Life Support (BLS) certificates issued by the American Heart Association for professional healthcare providers.
Possession of a valid California Driver's License may be required.
Must maintain a Sheriff's Security Clearance for access to all correctional facilities.

Probationary Period

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
