Senior Housing Stability Program Manager - UNITED WAY OF THE COLUMBIA-WILLAMETTE

Purpose of this Role
The Senior Housing Stability Program Manager will be responsible for co-managing a portfolio of key projects and partnerships in UWCW’s Housing Stability department. The incumbent will develop potential initiatives through design, implementation, analysis, and dissemination phases. This person will work closely with the Director of Housing Stability, staff from partner agencies, nonprofit leaders, stakeholders, funders, local and state political leaders, and community members to ensure the successful design and implementation of an increasing housing portfolio with the goal of including community engagement and investments to support the improvement of housing stability in the community.
Key Accountabilities
Research and Evaluation Oversight 

• Develop and implement strategies to expand UWCW’s housing portfolios by identifying and researching relevant programs, using local, regional, and national data and programs that assess and address the needs of communities of color. Develop strategies to support advocacy for racial equity and system change work within the housing continuum.
• Create and lead ongoing community engagement forums and cohorts for the purpose of developing a Housing Advisory Council comprised of nonprofit partners of color, culturally specific or culturally responsive community-based organizations, and Black, Indigenous, People of Color with lived experience that reside or work in the Metro area to include Multnomah, Clackamas, Washington, and Clark counties.
• Manage relationships, and develop partnerships with local, regional, and state government partners to deepen and strengthen collaborations.
• Support and magnify UWCW’s efforts to improve housing stability in our region by maximizing collective impact that aligns and helps reinforce the work and efforts of community partners, programs, and stakeholders in the housing continuum.

Collaborative Facilitation and Action

• Facilitate decisions and plans, in collaboration with the Housing Stability Director, to manage an evolving Housing Action Plan that identifies key strategies, and actions needed to move issues along.
• Lead ongoing community engagement cohorts that include the creation of a Housing Advisory Council, which includes nonprofit partners, researchers, corporate leaders, and public sector partners and seek input/ideas, and support of various housing stability initiatives.
• Manage and build relationships with an array of stakeholders including policy makers, legislators, nonprofit leaders, funders, and government agencies while using a racial equity lens to remain abreast of the ever-changing needs of communities of color.
• Monitor and research the impact of events in the housing continuum that impact underserved populations and communities.
• Work collaboratively with Resource Development, Marketing & Communications, and grant writing teams to articulate and share the value of this work.
• Identify, plan, and implement new opportunities and strategies for monitoring data from housing programs and projects, to learn, assess, and evaluate service gaps for potential funding opportunities.

Community Engagement and Relationship Management

• Represent United Way values, brand identity, and community investment perspective in all relations with individuals and community groups
• Coordinate work and collaborate with other United Way branches, researching current programs, partnerships, and resources to address housing stability in this region.
• Leverage UWCW’s brand reputation to help advocate, educate, and inform partners, stakeholders, and community leaders of ALICE data, and implications for communities we serve.
• Represent Community Impact and United Way at community events.

Education, Skills, Experience, and Training Required for this Position

• Minimum four years directly applicable experience; a bachelor’s level degree or higher; or a comparable combination of experience and education.
• Minimum of five () years direct experience working in Housing and Homeless Services, Affordable Housing, or managing Housing and Homeless Services programs in Nonprofit or Government required. Subject matter expert (SME) knowledge of Landlord/Tenant law in Oregon and/or Washington including Fair Housing. Portfolio management experience in HUD, LIFT, PSH or LIHTC preferred.
• Project management skills and experience required.
• Demonstrated experience working with culturally specific or culturally responsive community-based organizations as well as non-profits is required.
